According to statistics from the provincial Department of Finance, the province currently has 46 enterprises with 55 registered business locations in the education and educational support services sector. Following the enforcement of Circular 29, reports from districts, towns, and cities indicate that 54 establishments, comprising one company and 53 household businesses (with 35 located in Điện Biên Phủ city), have registered to conduct private tutoring. Among them, many have commenced operations, while some are yet to open classes.

In Điện Biên district, five households have registered for private tutoring services. One such case is Đỗ Văn Chánh, a resident of Hoàng Công Chất hamlet, Thanh An commune, whose son, Đỗ Vũ Hưng, a mathematics teacher at Noong Luống Secondary School, directly conducts tutoring classes. Hưng initiated his tutoring classes during the 2023–2024 summer break in response to demand from students and parents in Phủ hamlet (Noong Hẹt commune) and Hoàng Công Chất hamlet (Thanh An commune). In February, upon learning about Circular 29, he suspended classes. After obtaining a business license, his tutoring service resumed early March. Currently, his household operates two mathematics classes for sixth and ninth graders, with two sessions per week at an agreed fee of VND 50,000 per session per student.
During a visit to the facility, it was observed that the tutoring sessions were held in a well-ventilated home setting, equipped with adequate lighting, fans, desks, chairs, and other necessary teaching tools. A notice board at the classroom entrance displayed information on the tutor, class schedule, and student list. Đỗ Vũ Hưng stated: “My family thoroughly studied Circular 29 and related guidelines to ensure compliance with the requirements for private tutoring at home. We registered for our household business under my father’s ownership and management, while I only handle teaching. We also upgraded the infrastructure to meet space, lighting, security, and fire safety standards. Additionally, I reported my tutoring activities, including teaching hours, subjects, and methodology, to the school principal. None of my students are from my own school; they voluntarily enrolled with written consent from their parents or guardians.”

Apart from household businesses, the implementation of Circular 29 has created opportunities for enterprises to expand educational support services and establish private tutoring centers. In Điện Biên Phủ city, many students and parents have chosen to enroll in courses at the Việt-Mỹ Knowledge Enhancement Center, operated by the Việt-Mỹ International Education and Training Co., Ltd.
Đinh Nguyên Quang, a 12th-grade student at Điện Biên Phủ High School, is attending an English test preparation course at the center. He shared: “With the new regulation prohibiting in-school paid tutoring and banning teachers from tutoring their own students, my peers and I were initially concerned. As I am in my final year, I need intensive exam preparation for graduation and university entrance. After researching options, I enrolled in an English course, the subject I am taking for my university entrance exam, at the center. The center transparently provides information on classes, teachers, and fees, which reassured my parents about my choice.”

Established in 2018, the Việt-Mỹ International Education and Training Co., Ltd. initially specialized in early childhood education and English training for children. Since February 18, the company has expanded by opening two additional branches, offering knowledge enhancement courses for secondary and high school students in mathematics, literature, English, physics, and chemistry to meet the rising demand for private tutoring. The facilities include 15 classrooms, each equipped with air conditioners, fans, whiteboards, televisions, and projectors, accommodating an average of 40 students per room.
Nguyễn Thị Huyền, Director of the Việt-Mỹ Knowledge Enhancement Center, stated: “In addition to ensuring adequate infrastructure, we collaborate with schools to select experienced, competent, and reputable teachers, many of whom have been recognized for their excellence over the years. Currently, our company has contracts with 10 subject teachers. The list of instructors, along with their credentials, workplaces, and teaching experience, is publicly displayed at our facilities and on our social media platforms. Students registering for tutoring courses can participate in trial classes to choose a teacher that best suits their needs.” Thanks to this approach, the center currently operates 27 tutoring classes in mathematics, literature, and English.

The implementation of Circular 29 has drawn significant public attention regarding private tutoring outside of schools. A survey of several establishments in the province reveals that private tutoring activities are being conducted in compliance with regulations, with no reported violations or exploitative practices. However, strict monitoring and supervision by local authorities and relevant agencies remain crucial to ensure that Circular 29 achieves its intended objectives.
