From highland hamlets and villages to family clans, agencies, and units, the learning movement has received enthusiastic engagement from widespread populations, contributing to fostering a studious spirit, elevating intellectual standards, and establishing a firm foundation for socio-economic development and sustainable poverty reduction.
Visiting Na Sang commune these days, a vibrant atmosphere of competitive learning is evident across each home. Deeply recognizing that learning is the shortest pathway to improve living standards and sustainably escape poverty, the commune Association for Promoting Education has proactively deployed learning models: “Learning Families,” “Learning Clans,” and “Learning Communities.” Thanks to effective public outreach and mobilization, the commune’s Community Learning Center has become a familiar meeting hub for local villagers. During the first six months of the year, the center collaborated to organize six training courses covering technical transfers, literacy eradication, legal dissemination, healthcare, economic development, and forest fire prevention. Developing learning models has propelled the education promotion movement and the establishment of a learning society locally.
By the end of 2025, the entire commune counted 2,726 households recognized as learning families; 2 clans accredited as learning clans; and 100% of agencies and units certified as learning units. Regarding the “Learning Citizen” model specifically, 70% of rural laborers and 100% of commune cadres, civil servants, and public employees were recognized as learning citizens. The commune continues to maintain Level 1 accreditation for commune-level learning communities.
In the revolutionary homeland of Pú Nhung, upholding studious traditions, community learning models implemented by the commune Association for Promoting Education have garnered enthusiastic participation from large numbers of cadres, residents, and students. Consequently, movements promoting education and cultivating talent have increasingly flourished and spread across the area. To date, 100% of the commune’s villages are recognized as learning communities; 100% of schools and agencies are certified as learning units; the proportion of learning families has exceeded 90% of total registered households; and over 10 exemplary learning clans are maintained and developed. Many gifted students and teachers with outstanding achievements in the locality have received timely commendations and encouragement.
The “Learning Clan” model has been maintained and operated effectively for many years in Mường Tùng commune. Hạng Sáy Dua, head of the Hạng clan in Mường Tùng commune, shared that the local Hạng clan comprises nearly 90 households with over 450 members. Previously, due to economic difficulties and incomplete awareness regarding the significance of education, school dropout rates and a lack of focus on higher education were widespread. Therefore, the clan concentrated on stepping up outreach to heighten parents’ awareness, established and maintained a study promotion fund, and mobilized households to build learning families and nurture learning citizens. As a result, younger generations have embraced schooling, securing prominent achievements. To date, 100% of school-age children attend school with zero dropouts, and many youths have passed entrance examinations to attend colleges and universities. Over the past years, the Hạng clan has consistently attained recognition as a learning clan.
Promoting the implementation of diverse learning models has enabled movements fostering education, nurturing talent, and building a learning society across the province to expand and achieve noteworthy outcomes. The share of households recognized as learning families has reached nearly 62%; certified learning clans stand at 63.7%; over 86% of hamlets, villages, and residential groups are accredited as learning communities; and nearly 100% of agencies and units are certified as learning units. For the learning citizen model, the certification rate among farmers has reached 45.1%; among industrial, manual, and handicraft laborers, 56%; among cadres, civil servants, and public employees, over 92%; and among pupils and students, nearly 100%. Operational quality at community learning centers has improved. Annually, these centers coordinate training sessions to raise educational attainment, transfer scientific and technological techniques, provide vocational training, offer gender education, prevent social vices, and organize cultural and sporting activities, attracting thousands of participant attendances.
Assessing local learning models, Nguyễn Mạnh Quân, Vice Chairman of the provincial Association for Promoting Education, affirmed that the development and dissemination of community learning models across the province have progressed robustly in both volume and substance. Organizational formats are exceptionally diverse, ranging from community learning to models anchored within households, family clans, agencies, and units, thereby kindling a studious spirit, elevating public knowledge, cultivating on-site human resources, and accelerating socio-economic progress across the province.
