Guided by the principle of focusing on grassroots and serving the workforce, the Điện Biên provincial Federation of Labor has directed its affiliated unions to proactively develop plans and collaborate with authorities to monitor labor law compliance, while sustaining strong legal advisory support for workers.
In 2024, 100% of grassroots unions coordinated and held civil servant conferences, 81% organized workers’ meetings, and 80% of enterprise-based unions negotiated and signed collective labor agreements.
These meetings served as a platform for union members to voice concerns and proposals, many of which were incorporated into revised workplace regulations and internal procedures. Heads of agencies and units also committed to addressing labor-related issues in line with political and operational mandates.
Provincial and district-level labor unions regularly track workers’ livelihoods, employment conditions, and mental well-being. In 2024, provincial labor unions monitored democratic practices at 5 units; 13 district-level unions supervised compliance at various enterprises; and legal advice was provided in 456 cases to 475 workers, particularly regarding workplace policies, maternity leave, and union activities.

Welfare initiatives were a strong focus: Over 25,295 Lunar New Year (Tết) gift packages worth VNĐ 12 billion were distributed; nearly VNĐ 5 billion was raised through social mobilization to build teacher housing and purchase essential items’ and the province supported the construction of 26 “Trade Union Shelters” (Mái ấm công đoàn) with more than VNĐ 1.2 billion, helping members achieve housing stability.
In collaboration with the Vietnam Bank for Social Policies, provincial unions also facilitated access to the National Employment Fund, approving 11 loan projects worth VNĐ 550 million for union members in Mường Chà, Mường Nhé, and Mường Lay, empowering them to expand livestock and small businesses. These microloans have effectively improved household income and living conditions.
Lò Thị Tình, Chairwoman of the Federation of Labor in Tủa Chùa district, shared: “Each year, we work with the district authorities to implement welfare plans for workers, ensuring salaries, bonuses, and social benefits are paid as required. We also organize visits, gift-giving, and emergency aid for union members facing hardship.”
Through dedicated efforts in safeguarding workers’ rights, provincial labor unions continue to act as a vital bridge between employees and employers, fostering a supportive environment where members feel secure, valued, and motivated to contribute to local development and national progress.
