At the beginning of the session, the Provincial People's Committee presented reports on anti-corruption efforts; the practice of thrift and prevention of wastefulness; crime prevention and law violation control; and the resolution of complaints and denunciations in 2024, along with tasks for 2025. The Provincial People's Court, the Provincial People's Procuracy, and the Provincial Civil Judgment Enforcement Department also submitted reports on their performance in 2024 and outlined their tasks for 2025. The Legal Affairs Committee of the Provincial People's Council presented its verification report on the submissions from the Provincial People's Committee, the Provincial People's Court, the Provincial People's Procuracy, and the Provincial Civil Judgment Enforcement Department.
During the discussion in the main hall, delegate Lương Thị Hồng Nhung raised questions regarding solutions and implementation of the National Target Programs (NTPs). She called for decisive measures to accelerate disbursement and ensure allocated capital plans for the programs are fulfilled. She also emphasized the importance of inspection, monitoring, and oversight of program results, as well as timely support for sectors and localities to address difficulties and obstacles in the implementation process.
Regarding tourism, delegate Giàng Thị Mai suggested prioritising investment in the development of the Mường Phăng tourism area. She also emphasised the importance of implementing the "One Commune, One Product" (OCOP) programme more effectively within the province. This includes increasing the quantity, design variety, and quality of OCOP products, as well as establishing OCOP product display points along tourism routes to facilitate promotion to visitors, thereby boosting product sales and consumption.
Representatives of the Provincial People's Committee leadership addressed and clarified voters' recommendations, feedback from verification meetings, and comments from delegates during group discussions, particularly regarding public investment. Moving forward, the Provincial People's Committee will focus on accelerating land clearance efforts, prioritising funding for compensation and land clearance for projects, especially key projects in Điện Biên Phủ City and Điện Biên District.
Proactive reviews and evaluations will be conducted to assess the disbursement capacity of each contract package and project, particularly those scheduled for completion in 2024. Contractors will be required to maximise resources, equipment, and implement appropriate construction solutions tailored to each contract package and project. This includes organising "three shifts, four teams" to accelerate progress and ensure timely completion as planned. Payments and recovery of advance funds will be promptly executed upon achieving measurable milestones to expedite the disbursement of allocated capital plans.
With a strong sense of democracy and responsibility, the delegates of the Provincial People's Council, 15th tenure (2021-2026), approved 26 key resolutions on economic, social, defense, and security issues during the 17th session.
In his closing speech, Chairman Lò Văn Phương highlighted that the 17th session addressed many important topics that were of great interest to delegates, voters, and the public. Notably, this session embraced innovation by presenting several reports through documentaries and visual materials. He underscored that 2025 will be a crucial year, requiring accelerated efforts to meet the targets and objectives of the 2021-2025 socio-economic development plan and the 14th Provincial Party Congress Resolution.
Chairman Lò Văn Phương urged agencies and local authorities to swiftly create actionable plans and ensure the effective implementation of the resolutions passed by the Provincial People's Council. He called for addressing voters' legitimate concerns, speeding up the progress of investment projects—especially key ones—and advising the Provincial Party Committee and its Standing Committee on reviewing and summarizing Resolution No. 18-NQ/TW. He also emphasized the need to proactively evaluate and develop plans for restructuring and merging agencies and units in line with Central directives. These efforts aim to streamline operations, optimize staffing, and enhance the effectiveness and efficiency of the political system from the provincial to grassroots levels, meeting the demands of the current situation.
