Mường Lay makes efforts on developing Party members

ĐBP - Developing new Party members holds significant importance in Party building efforts, contributing to the rejuvenation of personnel and enhancing the leadership capacity and combat strength of Party organizations at the grassroots level.

Through a combination of synchronized and flexible measures, the effort to develop new Party members in the Party Committee of Mường Lay Town, Điện Biên Province has achieved positive results, strengthening local Party organizations.

The Na Lay Ward’s Party Committee in Mường Lay Town oversees 24 subordinate Party cells. To improve both the quality and quantity of Party members, especially in rural Party cells, the Party Executive Board of the ward’s Party Committee places special emphasis each year regarding the quality of Party member development.

Mr. Chu Văn Hoành, Deputy Secretary of the Na Lay Ward’s Party Committee, shared: “We pay special attention to nurturing outstanding individuals in rural Party cells and school-based Party cells, particularly youths recently completing military service and local militia members. In 2024, the ward’s Party Committee successfully admitted 15 outstanding persons into the Party, meeting the targets set by the higher level.”

In Mường Lay Town, grassroots level Party cells actively join hands in developing Party members.

Over the years, the development of Party members from the education and training sector in the town has remained stable and of consistent quality. Reportedly, most teachers are highly conscious of professional and ethical development. Schools in the area have created favorable conditions for teachers and educational managers to improve their expertise and actively participate in emulation movements. Through assigned tasks and responsibilities, schools and unions actively identify, train, and recommend outstanding individuals meeting requirements for Party admission. Prioritizing quality over quantity, school-based Party cells under the ward’s and town’s Party Committees have proactively developed Party membership plans for both the term and annually.

According to Ms. Nguyễn Thị Thu Hạnh, Secretary of the Party Cell and Principal of Lay Nưa Primary School in Mường Lay Town, the process of sourcing candidates within schools has many advantages, as teachers meet the educational and disciplinary standards required and demonstrate good political stance. However, the selection process is rigorous, prioritizing quality over quantity. Candidates are carefully observed and evaluated during their task performance period, with Party members assigned to guide them. Only those who meet the criteria are sent for Party awareness training classes. “New Party members strengthen the Party cell as they bring youthful energy, enthusiasm, and strong sense of responsibility. They continue to perform their assigned duties well even after admission”, she added.

Meanwhile, Mr. Bùi Hải Bình, Secretary of the Mường Lay Town’s Party Committee, emphasized that, developing new Party members is identified as one of the key tasks in Party building. Based on the Resolution of the 14th Mường Lay Town’s Party Congress (2020–2025) and annual targets set by the Điện Biên Provincial Party Committee, the town’s Party Committee has developed plans to train and admit new Party members. Responsibilities are assigned to Party-building committees, socio-political organizations, and affiliated Party organizations, with annual membership growth being a key criterion in assessing the quality of Party organizations at the grassroots level.

Hence, in order to improve the quality of Party members and Party member development, the Mường Lay Town’s Party Committee prioritizes Party awareness training mission for outstanding individuals. Simultaneously, the committee directs Party organizations to assign Party members to local areas to attend grassroots level Party cell meetings, promptly addressing obstacles in Party member development. The committee also emphasizes reforming meeting formats and contents, enhancing the role and combat strength of Party organizations and Party members, and promoting emulation movements.

Since the beginning of the term, the Mường Lay Town’s Party Committee has trained and admitted over 200 new Party members, exceeding the targets of the 14th Mường Lay Town’s Party Congress by 206%. Particularly in 2024, the committee admitted 50 new Party members, bringing the total number of Party members in the town to 1,229.
