The conference also assessed the Party organisation and development work in 2024 and presented the 9th National Press Award for Party Building in 2024 within the province.
The event was chaired by Trần Quốc Cường, member of the Party Central Committee and Secretary of the Provincial Party Committee; Lê Thành Đô, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Lò Văn Phương, member of the Provincial Party Standing Committee and Chairman of the Provincial People’s Council; and Phạm Khắc Quân, member of the Provincial Party Standing Committee and Head of the Provincial Organisation Commission.
In implementing Resolution 18 of the 12th Central Committee of the Party, the Provincial Party Standing Committee and party organisations at all levels have prioritised strict adherence to the Central Committee’s directives on restructuring the organisational apparatus and reducing staff numbers. Detailed plans, programmes, and guidelines were issued to assist agencies and units in formulating strategies for organisational restructuring, defining job positions, streamlining staff, and reorganising the workforce of civil servants and public employees.
Within Party and mass organisations, the structure of specialised advisory units under the Party Committee was streamlined, resulting in the reduction of seven department-level units. At the provincial and district levels, the Việt Nam Fatherland Front and other political-social organisations saw eight department-level units cut, while the Political School reduced two. This restructuring led to the removal of 15 department head roles and 16 deputy roles or equivalent positions.
In government bodies, the number of public non-business units in the province was reduced from 669 in 2015 to 570 today. The province has also completed the consolidation of villages, hamlets, and neighbourhoods that fell short of regulatory standards. Specifically, 735 units were merged to create 367 new ones, reducing the total from 1,813 to 1,446.
Regarding the plan to streamline and restructure the organisational apparatus following Conclusion No. 09-KL/BCĐ dated 24 November 2024 of the Central Steering Committee on the review of Resolution 18, the proposed restructuring for provincial-level Party and mass organisations involves the reduction of two provincial-level departments and eight divisions under provincial departments.
For agencies and public service units under the Provincial and District People's Committees, the plan includes reducing five departments and 53 divisions, as well as three sub-departments under provincial departments. Additionally, it will eliminate 47 public service units under departments and district-level People's Committees and one specialised organisation within an inter-agency coordination body.
Delegates agreed with the summary report and the proposed plan to streamline the apparatus as outlined in Conclusion No. 09-KL/BCĐ. They also put forward suggestions regarding mechanisms and policies for staff affected by the streamlining process. Furthermore, they urged the Central Government to promptly issue a comprehensive scheme to guide local implementation effectively.
Regarding Party organisation and development work, the summary report at the conference highlighted that in 2024, the Provincial Party Standing Committee led and directed Party committees, organisations, and departments to adhere closely to the annual programme and work plans, achieving quality and effective implementation across various areas.
Notably, the focus was on restructuring the organisational apparatus, appointing and reassigning personnel, and consolidating leadership and management positions in accordance with regulations. New regulations were issued to decentralise the management of organisational structures, staffing, and personnel appointments, as well as to establish criteria for leadership positions under the management of the Provincial Party Standing Committee. Directives were also issued to establish Party organisations in villages and hamlets where none previously existed.
To date, the objective of the 14th Provincial Party Congress Resolution has been achieved, with 100% of villages and hamlets now having Party organisations. Efforts were also directed towards modernising working methods, improving processes, and enhancing the quality of advisory work. Information technology applications were expanded in document management, including the use of digital and electronic signatures for administrative processes and decision-making.
Additionally, the Provincial Party Standing Committee issued comprehensive guidelines for implementing standards for “Four-Good Branch Committees” and “Four-Good Grassroots Party Organisations” and standardised the procedures for awarding Party badges across the Party organisation.
Speaking at the conference, Provincial Party Secretary Trần Quốc Cường emphasised that 2025 will witness numerous significant political events for both the province and the nation. He urged all levels, sectors, and leaders of agencies and units to demonstrate the highest level of responsibility towards the Party, the government, and the people. He called for focused leadership and direction with the utmost determination to expedite the streamlining of the organisational and political apparatus. This effort will contribute to accelerating and surpassing the goals and tasks set for 2024, 2025, and the entire term of the province’s 14th Party Congress, while also ensuring optimal preparations for successfully organising Party congresses at all levels leading up to the 14th National Party Congress.
Regarding Party organisation and development, Secretary Trần Quốc Cường encouraged Party committees and organisations to prioritise the organisational work. He urged the province’s Party organisation sector to build upon the achievements and experiences gained in 2024, continue innovating, and successfully fulfil the assigned political tasks, thereby contributing to the overall development of the province.
The 9th National Press Award for Party Building 2024 was concluded and presented in Điện Biên Province. The Organising Committee highly praised the submitted works for their profound exploration of various aspects of Party organisation and development. The Committee announced and awarded 21 outstanding works by individual authors and author groups.
