The discussion was chaired by a distinguished panel comprising General Lương Cường, a Member of the Politburo, Standing Member of the Central Military Commission, and Head of the General Department of Politics of the Việt Nam People's Army; Nguyễn Xuân Thắng, a Member of the Politburo, Director of the Hồ Chí Minh National Academy of Politics, and Chairman of the Central Theoretical Council.

They were joined by Nguyễn Trọng Nghĩa, Secretary of the Party Central Committee and Head of the Party Central Committee’s Commission for Publicity and Education, as well as Lê Huy Vịnh, a Member of the Party Central Committee and Deputy Minister of National Defense.

Assisting them in the chairmanship were Trần Quốc Cường, a Member of the Party Central Committee and Secretary of the Điện Biên Provincial Party Committee, and Lieutenant General Nguyễn Văn Gấu, a Member of the Party Central Committee and Deputy Director of the General Department of Politics of the Việt Nam People's Army.

Nguyễn Trọng Nghĩa, Secretary of the Party Central Committee, Head of the Party Central Committee’s Commission for Publicity and Education; Lê Huy Vịnh, Member of the Party Central Committee, Deputy Minister of National Defense also joined the chairmanship.

The conference attracted more than 500 representatives from central agencies, provinces and cities nationwide.

In his address at the opening ceremony, General Lương Cường emphasised the significance of the scientific conference as a pivotal and indispensable event commemorating the 70th anniversary of the Điện Biên Phủ Victory. He highlighted that the outcomes of the conference once again underscored the Party's and late President Hồ Chí Minh's correct policies, as well as the nation's unwavering will to fight, determination to achieve victory, fervent patriotism, and formidable political and spiritual resilience.

General Lương Cường noted that the conference showcased the ingenuity of Vietnamese military strategy, deepened the historical stature and significance of the victory, and extracted valuable lessons from past experiences. Moreover, he emphasised that the conference provided a platform for participants to delve into and fully comprehend the historical context, schemes, and tactics employed by the French colonialists and American interveners.

Through the conference, experts gained insights into the clear and ingenious strategic vision of the Party Central Committee, as well as the astuteness, creativity, and decisiveness of Vietnamese leaders in management and strategic direction. Cường emphasised that this occasion also served as an opportunity for the entire Party, military, and populace to honor and remember the compatriots, comrades, officers, and soldiers of the armed forces who heroically fought and made sacrifices for the cause of national liberation.

On behalf of the Party and State leaders, General Cường urged scientists, representatives, and officers to bring forth their utmost enthusiasm, intellect, responsibility, and high-quality presentations, thereby making new contributions in both theory and practice to ensure the success of the conference.

In his welcoming address, Trần Quốc Cường, the Secretary of the Điện Biên Provincial Party, extended heartfelt gratitude to the esteemed leaders and experts for their keen interest and enthusiastic participation in this pivotal conference. He emphasised, "The Điện Biên Phủ Victory will forever stand as a brilliant milestone in the history and pride of the Vietnamese people, serving as a profound source of spiritual strength and inspiration for all citizens nationwide."

Cường expressed the province's earnest desire to hear the valuable opinions and insights from leaders, experts, and scientists, who will continue to reaffirm the significance of the Điện Biên Phủ Victory.

Giving opinions in the conference, Secretary of the Party Central Committee and Head of the Party Central Committee’s Commission for Publicity and Education Nguyễn Trọng Nghĩa emphasised that the great stature and historical significance of the Điện Biên Phủ Victory still remained in the new era.

It is a great source of spiritual support for all our people in the current cause of building and protecting the Fatherland.

Nghĩa instructed the delegates to analyse and clarify the international, regional and domestic situation; plots and tricks of the French colonialists and American intervention.

The discussion should also focus on the strategic vision, correct and wise policies of the Party Central Committee, headed by late President Hồ Chí Minh, in leading the entire people and the army against the French colonialists.

The discussion’s results will deepen the stature and importance, drawing valuable theoretical and practical lessons from the historic Điện Biên Phủ Campaign.

They help enhance national pride and self-respect; consolidate the confidence and political determination of the entire Party, people and army in the cause of national innovation, successfully implementing the 13th Party Congress’s Resolution.

During the conference, representatives were presented with discussions on the unwavering determination to secure a resounding victory at the Điện Biên Phủ front, as well as the historical lessons derived from the victory for the people's police force.

The presentations delved into various aspects, including the significant contributions of ethnic communities in Điện Biên Province and the logistical prowess exhibited during the Điện Biên Phủ Campaign in 1954. Moreover, the discussions highlighted the Điện Biên Phủ Victory as a seminal lesson in establishing a robust people's war posture.

These presentations illuminated numerous new perspectives and crucial insights regarding the Điện Biên Phủ Victory's profound impact on the ongoing efforts to build and safeguard the socialist Vietnamese Fatherland.

The organisers received over 100 reports and presentations, which will be meticulously edited and compiled into a comprehensive book.

On behalf of the organising committee, Nguyễn Xuân Thắng, a Politburo Member, Director of the Hồ Chí Minh National Academy of Politics, and Chairman of the Central Theoretical Council, commended the dedication of all members in the preparation and successful execution of the conference. He noted that the conference had enriched documents with outstanding comments and assessments, thereby affirming and deepening the significance of the historic Điện Biên Phủ Victory.

Thắng recommended that agencies, academies, and military schools should prioritise education, ensuring the comprehensive realisation of the research results obtained from the conference in the future.
