Thắng, who also serves as the head of the subcommittee in charge of documents for the 14th National Party Congress, made these remarks while working with the Điện Biên Provincial Party Committee on Tuesday (July 15).

The Điện Biên Provincial Party Committee reported on the outcomes of 40 years of implementing the Party's renewal policy at the local level, the tasks of socio-economic development, Party building and rectification, political system strengthening, national defence and security assurance, and foreign relations enhancement over recent years. It also outlined the direction for further renewal and the acceleration of socio-economic development in the province in the upcoming period.

The report highlighted that over 40 years of renewal, with high effort and determination along with breakthrough solutions, Điện Biên Province has gradually overcome difficulties, achieving significant socio-economic development results.

The GRDP growth rate ranks among the higher groups compared to the national average. Infrastructure investment has been enhanced, social welfare ensured, poverty reduction achieved remarkable results, and the living standards of ethnic people continuously improved. The work of Party building and rectification, along with the construction of a clean and strong political system, has been seriously implemented.

Especially, during the 2021-2023 period, the province's average GRDP growth rate reached 7.77 per cent per year, exceeding the Resolution's target, with the 2023 per capita GRDP reaching VNĐ42.98 million per year, an increase of 1.3 times compared to 2020.

The 2023 budget revenue on the provincial level reached VNĐ1.64 trillion, achieving 82.02 per cent of the Resolution's target. The PCI index in 2023 rose by 31 ranks; the administrative reform index in 2023 increased by 2 ranks compared to 2022. The industrial production value reached VNĐ9.55 trillion, achieving 50.03 per cent of the Resolution's target, with an average growth rate of 7.91 per cent per year.

During the working session, the delegates evaluated and analysed the shortcomings, such as low labour productivity and per capita income compared to the national average; income disparity among different residential groups in the province; calculated investment resource allocation and budgeting considering the local particularities; streamlining organisational structures; addressing bottlenecks and challenges; and utilising resources for the province's development.

Thắng acknowledged the achievements of the Party Committee, authorities, and people of Điện Biên Province over nearly 40 years of implementing the renewal policy. He urged Điện Biên Province to focuse on resolving bottlenecks in transport infrastructure, institutional reform, and improving the investment environment, enhancing regional connectivity, promoting economic restructuring.

He also highlighted the processes of digital, green and energy transitions; the development of human resources; and the improvement of people’s living standards, achieving the goal of rapid and sustainable development of the province as set out in the Resolution of the 14th Provincial Party Congress.

The delegates noted and compiled the province's proposals to report to the Documents Subcommittee for the 14th Party Congress.
