He made the request during a working visit with the Standing Committee of the Điện Biên Provincial Party Committee on Friday.
In implementing the Party's policies and the State's laws on anti-corruption and negative practices, as well as the conclusions and directives of the Party General Secretary and Head of the Central Steering Committee on Anti-Corruption and Anti-Negativity Tô Lâm, the Provincial Party Committee, the Standing Committee, and the Provincial Anti-Corruption Steering Committee have led and instructed local Party organisations to carry out these directives in the region.
Awareness of the importance and responsibility in combating corruption and negative practices has been significantly enhanced, especially among key leaders of Party organisations, agencies, and institutions.
The province has focused on strengthening and improving the operations of its Anti-Corruption Steering Committee, increasing transparency, accelerating administrative reform and ensuring the proper declaration, disclosure and reporting of assets and incomes as required.
Inspection, supervision, investigation, prosecution, adjudication, enforcement, and judicial work have seen positive progress, promptly detecting, preventing, and addressing violations.
Several cases of corruption and negative practices have been identified and addressed strictly, ensuring thorough recovery of state assets lost, in accordance with Party and State regulations.
These efforts have reinforced public trust among officials, Party members, and the people in the fight against corruption and negative practices.
Between July 2023 and August 2024, the Provincial Party Committee and the Standing Committee issued 36 directives and guidelines on anti-corruption and negative pratices. These documents were timely, practical, and well-suited to the local situation.
During the meeting, Điện Biên Province proposed that the Government, National Assembly, and relevant ministries and agencies further refine comprehensive policies and legal frameworks, especially regulations and guidelines specific to anti-corruption efforts.
This includes measures for asset appraisal and valuation in corruption and negative practice cases. The province also called for additional personnel, specialised training, and professional development for officials involved in anti-corruption work.
Members of the delegation provided input on education, organisation, and implementation efforts, suggesting that the province clarify specific challenges in executing central directives on anti-corruption and propose practical solutions tailored to local conditions.
They emphasised the importance of further disseminating Party and State’s directives, particularly newly issued documents, to ensure effective implementation.
Regarding the directive on reorganising the organisational structure and personnel, members stressed the importance of addressing ideological concerns among officials and Party members.
In conclusion of the working session, Ngô Văn Tuấn, State Auditor General and Member of the Central Steering Committee on Anti-Corruption and Anti-Negativity, congratulated and highly appreciated Điện Biên Province's outstanding achievements in 2024, particularly in the context of this being a pivotal year to accelerate and achieve the five-year plan (2021–2025).
He urged the province to continue building on its successes and striving for further progress.
Tuấn expressed strong agreement with the ten solutions proposed by the province for the coming period. He reiterated the Party and State’s unwavering stance on anti-corruption and combating negative practices: efforts must be continuous, unceasing, and uncompromising, with no "off-limits" areas.
He called for Điện Biên Province to intensify and take a more hands-on approach in combating corruption and addressing negative practices, particularly those that are complex and of public concern.
Tuấn emphasised the importance of promoting the role of the People's Councils and the Fatherland Front at all levels in monitoring and social feedback.
He advocated for heightened efforts in education and dissemination of Party and State’s directives to embed anti-corruption and anti-negative practice values into the culture and consciousness of officials, Party members, and the public.
As a specific task, he urged the province to deeply internalise and institutionalise the Party’s new directives on anti-corruption and negative practices, alongside fostering revolutionary ethics standards for officials and Party members in the current context.
Earlier, the delegation, accompanied by members of the Standing Committee of the Provincial Party Committee, leaders of the Provincial People's Committee, and representatives from several provincial departments and agencies, offered incense at the Martyrs' Temple in the Điện Biên Phủ Battlefield and the A1 Martyrs' Cemetery.
