Điện Biên Provincial Party Committee addresses implementation challenges of Government Notice

ĐBP – The Standing Committee of the Điện Biên Provincial Party Committee held a conference to report on and discuss solutions to difficulties and obstacles in implementing the Government Office’s Notice No. 160/TB-VPCP, issued on 28 April 2023. This notice pertains to the conclusions of Prime Minister Phạm Minh Chính during his meeting with the Standing Committee on 8 April 2023.

An overview of the conference.

According to the report of the Provincial People's Committee's Party Committee, in order to promptly implement the "six goals, perspectives and key tasks" outlined in the Government Office’s Notice No.160/TB-VPCP, the Provincial People's Committee issued Plan No. 2067/KH-UBND on 19 May 2023, assigning specific tasks to each level, sector, and locality according to their management functions and tasks.

After one year of implementing the Prime Minister's directives, the province has actively and decisively directed and organised key tasks and has initially recorded many positive results. The province has managed to organise the 70th anniversary celebration of the Điện Biên Phủ Victory solemnly, safely, effectively, and successfully, leaving a positive impression on public opinion.

The province has completed the Điện Biên Provincial Plan for the 2021–2030 period with a vision to 2050 and completed the project to upgrade and expand Điện Biên Airport for the 2021–2030 period with a vision to 2050.

Regarding socio-economic development tasks, the province implemented the directives, tasks, and solutions in Notice No. 160, promptly concretising them into specific plans, making the highest efforts to overcome difficulties and achieve positive results in many fields.

In 2023, the province’s GRDP growth rate was estimated to reach 7.1 per cent, higher than the target of the 14th Provincial Party Congress, ranking fourth among the 14 localities in the northern midland and mountainous region. In the first six months of 2024, the GRDP growth rate has continued to increase, estimated at 8.75 per cent, a relatively high rate compared to other localities in the region and the country (ranking first among the eight localities in the northwest region, third among the 14 localities in the northern midland and mountainous region, and tenth among the 63 cities and provinces nationwide). The agricultural production sector has remained relatively stable with the total area of macadamia increasing by 26.2 per cent compared to the same period in 2023.

Notably, tourism has continued to be a highlight in the province’s socio-economic development, with the number of visitors increasing 2.18 times compared to the same period in 2023. Total revenue from tourism activities reached VNĐ2.47 trillion, increasing 2.25 times, exceeding the annual plan by 12.5 per cent.

The province has focused on removing bottlenecks to attract investment and implement key projects and organised the implementation of national target programmes in a focused and prioritised manner.

Regarding the proposals that the Prime Minister commented on, the province has closely coordinated with relevant ministries and sectors to implement them. However, certain difficulties have arisen during the implementation process.

Currently, some projects have not yet been allocated the necessary resources to proceed with investment procedures. These include the project to upgrade the National Highway 279 route connecting Điện Biên - Tây Trang section; the project to construct the first phase of the Sơn La - Điện Biên - Tây Trang border gate expressway; the transportation project connecting key economic areas along the National Highway 279 and 12 corridors; and the project to establish Điện Biên University.

The Provincial Party Secretary Trần Quốc Cường acknowledged the discussions and contributions of the Standing Committee members as well as representatives from various departments, sectors, and localities. Many participants clarified existing issues and obstacles in organising and implementing the tasks directed by the Prime Minister, and proposed specific solutions for each issue.

Nguyễn Minh Phú, Director of the provincial Department of Culture, Sports, and Tourism, also shares his insights at the conference.

Agreeing on the principles and content of the conference, the Provincial Party Secretary directed all sectors and localities to uphold a sense of responsibility, review all contents and tasks and resolve to effectively implement the Prime Minister’s directives.

He emphasised several specific tasks, such as urgently developing district-level planning; researching and optimising the use of Điện Biên Airport; continuing to develop tourism following the 70th anniversary of the Điện Biên Phủ Victory; revitalising districts, towns, and cities by assigning specific tasks and responsibilities to leaders at each level; ensuring each sector and locality has a focused and prioritised investment plan; and proposing appropriate plans based on practical considerations.
