Cường, who also leads the Steering Committee for the relocation plan, made this request during a progress review meeting on Thursday.
The relocation plan includes 15 projects aimed at urban infrastructure, headquarters construction, resettlement, and land clearance. To date, three out of the 15 projects have been completed and are operational, three are on schedule, one required cancellation and reorganisation for compensation and clearance, while eight projects are behind schedule.
Among the 18 projects generating revenue from land, 10 are proceeding with legal land auctions. Currently, two projects have paid land use fees, one has conducted land use rights auctions, three have completed site preparation, one has begun construction, and four are focusing on compensation and clearance for auction purposes.
Of the eight projects implemented through bidding, five have completed investor selection, and three are in the preparation and approval stages.
Representatives from various departments and localities clarified the difficulties in land clearance, such as complex land origin verification and substantial compensation workloads, mainly concentrated in Điện Biên Phủ City and Điện Biên District. Despite the increased deployment of specialised personnel for compensation tasks, the demand remains unmet.
Some urban development projects aimed at generating revenue from land have not met the planned progress, and some completed sites face delays in auction documentation procedures.
Cường urged the provincial People's Committee to convene a detailed meeting in June to resolve architectural planning issues for the relocation of provincial public agencies. He emphasised the need for scientific coordination among departments and localities in key tasks.
He also suggested forming proposals for social housing projects for low-income residents and public servants, as well as housing projects for officials, officers, and armed forces personnel in the province. Cường instructed relevant agencies to assist the appraisal council in approving land prices for provincial council auction plans. He stressed the importance of vetting the capabilities of enterprises before project implementation, prioritising local businesses and avoiding overburdening any single entity.
Additionally, he recommended that Điện Biên District's Party Committee assign the district People's Committee to establish a land fund for resettlement areas to facilitate land clearance.
