The agenda covered six main topics, including land recovery projects and proposed adjustments for the repurposing of rice fields and protected forest land in 2025, as presented by the Department of Natural Resources and Environment.
The committee reviewed two new land recovery projects requiring 0.79 hectares and made adjustments to four previously approved projects, now revised to cover a total of 21.45 hectares. It also approved modifications to three rice field projects, adjusting the initial plans to utilise 2.53 hectares.
Additionally, the committee proposed cancelling 38 projects, spanning 1,241.51 hectares, that had not commenced within two years of approval.
Chairman Đô instructed district People’s Committees to conduct an urgent review of all land recovery and repurposing projects, with reports due to the Department of Natural Resources and Environment by 15th November. A consolidated report will be submitted to the provincial People’s Committee by 18th November.
District authorities were also urged to prioritise land-related issues and to more closely supervise the planning of annual land-use allocations.
The committee also discussed a staffing proposal for 2025, covering both provincial and district People’s Committees and Councils. Representatives from Tủa Chùa District and Mường Lay Town expressed concerns that workforce reductions might affect their ability to fulfil political responsibilities.
Chairman Đô supported the proposal but recommended modifying the reduction plan by removing only one position from the agriculture sector while maintaining staffing levels at the Office of the provincial People’s Committee.
The Department of Home Affairs will revise and submit the final proposal by 15th November.
Attendees strongly supported additional draft provisions, which included new regulations and support measures for select agricultural, forestry, and fishery products that meet good agricultural practice standards in Điện Biên; updated allowances for professional development and training for provincial staff; approved state-funded staffing levels for both partially self-funded and fully state-funded public sector units, as well as state-assigned mass organisations in Điện Biên for 2025; and resolutions on staffing and non-specialised personnel at the commune level for the same year.
The committee also circulated voting ballots for eight additional proposals and reports. Members are required to submit feedback by 18th November, ahead of the final review by the Provincial People’s Council.
