The province achieved positive results in Party building and the political system’s development. The Provincial Party Committee prioritized renovation in Party reform, emphasizing the fight against ideological, moral, and lifestyle degradation among officials and Party members. Efforts were focused on fostering the leadership capacity and combativeness of Party organizations at the grassroots level, strengthening political and ideological education, and protecting the Party’s ideological foundation. The activities of the province’s Việt Nam Fatherland Front and other socio-political organizations effectively aligned with the province’s political tasks. Social and cultural sectors also saw notable improvements. New social welfare policies have been promulgated with increased social welfare spending. The hunger eradication and poverty reduction activities have achieved encouraging results, while the ratio of poor households has been reduced to 21.62%.

A notable highlight of the year was the province’s successful organization of the 70th Anniversary of the Điện Biên Phủ Victory. This commemoration left a lasting impression on the Việt Namese people across the country and international friends, creating favorable conditions for investment attraction and boosting tourism development. Therefore, tourism and services have become key economic sectors and bright spots in the province’s economic growth for 2024. The provincial economy continued to grow, with a GDP increase exceeding 10%, ranking Điện Biên 18th among 63 provinces and cities nationwide.

Another landmark achievement was the Prime Minister’s approval of Điện Biên’s provincial master plan for the 2021-2030 period, with a vision to 2050. This significant milestone lays a solid foundation for the province to achieve sustainable socio-economic growth goals in the coming period. Administrative reforms, e-goverment, digital transformation, and investment promotion saw decisive, breakthrough initiatives, yielding notable achievements. National defense was consolidated, political security and social order were maintained, while diplomatic activities expanded and achieved remarkable results. These achievements form an essential foundation for Điện Biên’s breakthrough in the coming years.

The year of 2025 holds an exceptional significance as a pivotal year for accelerating and breaking through to achieve set goals. To ensure success, all levels of governance from the provincial level to the grassroots level must adhere closely to the Central Party Committee’s directives, deeply grasp, and rigorously implement the strategic guidance provided by Party General Secretary To Lam. He emphasized that “More than ever, Party officials and members must uphold their sense of responsibility, exemplify integrity, and prioritize the collective interest over all. They must dare to innovate, create breakthroughs, and bravely make sacrifices for the country’s development. Based on accurate situation analysis and forecasts, it is essential to rigorously and effectively implement solutions to reform and improve the organizational structure, strengthen Party building, and enhance the political system’s efficiency. Efforts should focus on improving governance performance at all levels and fostering collaboration among state agencies. Administrative reforms, streamlining the organizational apparatus, and reducing staff redundancies should be conducted according to General Secretary To Lam’s directive: “Streamlining does not mean mechanically cutting positions but eliminating unnecessary jobs and reducing ineffective workflows to prioritize resources into key areas and deserving individuals. Public institutions should not become ‘safe havens’ for complacency. Promoting democracy, enhancing accountability, setting examples of dedication, and ensuring public service commitment among officials and Party members are essential. There should also adopt policies to encourage and protect dynamic, creative individuals who dare to think, to act do, and to take responsibility. The province’s Việt Nam Fatherland Front and socio-political organizations must actively contribute to Party and governance building efforts. Immediate priorities need to be given to preparing for the successful organization of the Party congress at all levels and the 15th Điện Biên Provincial Party Congress, in the lead-up to the 14th National Party Congress.

With a new spirit and a new momentum, Điện Biên is determined to confidently advance alongside the nation, striving to become a moderately developed province within the Northern midland and mountainous region.
