Attending the preparatory session were comrades: Trần Quốc Cường, Member of the Party Central Committee, Secretary of the provincial Party Committee; Mùa A Sơn, Permanent Deputy Secretary of the provincial Party Committee; Trần Tiến Dũng, Deputy Secretary of the provincial Party Committee; and Lê Thành Đô, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee.

The preparatory session of the Congress unanimously elected a Presidium of 17 comrades, a Secretariat of 3 comrades, and a Delegate Eligibility Verification Committee of 5 comrades. It also approved the agenda, rules, and regulations of the Congress. During the session, some contents of the Party’s election regulations were thoroughly explained; delegate groups were formed; a consolidated report of feedback from party committees under the provincial Party Committee on the Documents of the 14th National Party Congress was approved; and a consolidated report of opinions from subordinate party committees and the public on the Documents of the 15th provincial Party Congress was also passed.

Speaking at the preparatory session, provincial Party Secretary Trần Quốc Cường requested that during the Congress, delegates strictly adhere to the working rules and regulations that had been voted on and approved. He also urged them to strictly follow the regulations for activities and rest, especially regarding the security of information and documents of the congress.

According to the schedule, the 15th Congress of Delegates of the Điện Biên provincial Party Committee, for the 2025 - 2030 term, will take place from October 14 to 16, with the theme “Enhancing the leadership capacity and combat strength of the Party Committee; promoting the great national unity strength; boosting socio-economic development; ensuring national defense and security, expanding foreign relations; turning Điện Biên into a province developed towards a green, smart, and sustainable economy, striving to become a fairly developed province in the region.”

The Congress is tasked with reviewing and evaluating the implementation of the Resolution of the 14th provincial Party Congress, term 2020 - 2025, and defining the goals and tasks for the 2025 - 2030 term. It aims to uphold the “spirit of Điện Biên Phủ” to build Điện Biên province towards a green, smart, and sustainable economy, becoming a fairly developed province in the region by 2030, and joining the entire country in entering a new era of development - an era of the Vietnamese nation’s ascendancy.

The official session of the 15th Congress of Delegates of the Điện Biên provincial Party Committee, term 2025 - 2030, will open on the morning of October 15 at the Provincial Conference and Culture Center.
