Tuần Giáo achieves “double-win” in building new-style rural areas

ĐBP - Implementing the New-style Rural Area Building program with the determination of local authorities and residents, Tuần Giáo district, Điện Biên province has effectively begun restructuring its agricultural sector and developing specialized coffee and macadamia cultivation areas. Local rural villages and hamlets have taken on a new appearance.

Achieving major targets

In recent years, Tuần Giáo district has reviewed, adjusted, and supplemented its overall new-style rural area building plan in accordance with regulations. Priority has been given to developing basic socio-economic infrastructure in a synchronized manner to ensure connectivity between rural and urban areas as well as among different regions. The restructuring of agriculture and rural economic development have been implemented effectively.

To successfully carry out the new-style rural area building program linked with agricultural restructuring, Tuần Giáo has implemented various projects and production development plans.

Notably, projects supporting the development of macadamia trees under the national target program have been promoted. With the involvement of the entire political system and strong consensus from the people, after four years, the district has developed 5,913.7 hectares of macadamia, making Điện Biên province the largest macadamia cultivation area in the country. In 2025, the district continues to encourage people to plant an additional 2,168.1 hectares of macadamia.

The program to eliminate temporary and dilapidated houses has helped many poor people in Tuần Giáo district have stable housing.

Alongside macadamia, coffee has also been identified by Tuần Giáo as a key crop for poverty reduction. In 2024, over 1,000 hectares of new coffee plantations were established, raising the district’s total coffee area to nearly 1,600 hectares. Thanks to coffee cultivation, many ethnic minority farmers in the district have become millionaires with incomes ranging from 200 to VND 500 million per year, especially in communes such as Tỏa Tình and Quài Nưa. Building on these achievements, in 2025, people in Tuần Giáo will continue planting over 2,000 hectares of coffee.

Housing criteria are among the most challenging in building new-style rural areas. Tuần Giáo district has effectively implemented policies supporting housing, eliminating temporary and dilapidated houses, and improving the quality of residential housing. The district has mobilized resources (funds, labor, building materials) from the community to help poor and near-poor households eliminate temporary and damaged houses. In 2024 alone, the district completed 1,040 solidarity houses; in 2025, it plans to support 1,509 poor and near-poor households in housing improvements. As a result, all 18 communes in the district basically meet housing criteria (Criterion No.9).

Recognizing the development of transportation infrastructure as a prerequisite for economic development and the new-style rural area building program, from 2021 to 2025, Tuần Giáo district has maximized investments to repair, upgrade, and build 45.776 kilometers of rural roads, facilitating residents’ travel and trade.

Three communes achieve full new-style rural area building standards

The new-style rural area building is a long-term, ongoing process requiring the strength and consensus of the people. Tuần Giáo district has intensified communication campaigns through diverse methods to change awareness and create unity. Residents have voluntarily donated land and contributed labor and funds to jointly build bright, green, clean, and civilized villages.

Chiềng Sinh commune, a disadvantaged area with a majority ethnic minority population, started new-style rural area development from a low baseline. The commune’s Steering Committee for new-style rural area building has focused on communicating the program’s content, goals, and significance through regular meetings of organizations, village meetings, social media, and grassroots broadcasting systems. This has generated high consensus among residents.

From 2023 to 2024, the commune mobilized more than 840 square meters of land for road construction, contributed over 5,300 labor days, and more than VND 239.5 million to rural infrastructure projects. A highlight is Chiềng Sinh’s socialization efforts to realize the difficult criterion of rural concrete roads. Since 2019, the commune has socialized over VND 3 billion, combined with residents’ labor, to complete 12 concrete intra-village roads named “Paths of Compassion” and implemented lighting models on all intra-village roads, helping transform the rural landscape.

Thanks to its favorable location along National Highway 6, Quài Cang commune has focused on developing agricultural production linked to the new-style rural area building program by improving productivity, quality, and efficiency. Utilizing all available resources, Quài Cang has supported people in converting degraded upland fields and abandoned hills into economically efficient crops such as macadamia and coffee. The commune has developed 929.33 hectares of macadamia and nearly 62 hectares of coffee. Notably, Quài Cang successfully implemented a safe vegetable cultivation model in VietGAP-standard greenhouses on 5,000 square meters.

After more than 10 years of new-style rural area building implementation, Quài Cang has mobilized over VND 112 billion in resources, with residents donating more than 8,500sq.m of land for the new-style rural area building program. Its rural roads are 95% bright, green, clean, and beautiful. Village and inter-village roads are 80% concreted, and 100% of households have electricity and lighting.

In Quài Nưa commune, thanks to proper new-style rural area building orientation, residents’ lives have improved significantly. People actively restructure crops and livestock; many value chain-linked production development models and projects have been effectively implemented. A typical example is the earliest macadamia planting model in the district, started in 2013 with over 500 hectares under trial. To date, the commune has developed over 1,160 hectares of macadamia. Residents no longer rely on aid and have an average income per capita of over VND 49 million per year, with the poverty rate reduced to 11.12%.

The “fruitful” achievement of tireless efforts and the united will of the Party committees, authorities, and the ethnic peoples of Tuần Giáo district is the recognition of Quài Cang, Quài Nưa, and Chiềng Sinh communes as new-style rural communes by the provincial People’s Committee in April 2025.
