Many households still trapped in “labor skill poverty”
ĐBP - Despite having access to productive land, labor resources, and government support policies, many households in Điện Biên province, particularly in remote, mountainous, and border areas, remain caught in a cycle of poverty. The root cause is not merely a lack of capital or unfavorable farming conditions, but more critically, a lack of labor skills, especially those related to modern agricultural production, household economic management, and market adaptability. This “skill poverty” has become a major barrier to the province’s sustainable poverty reduction efforts.
