Therefore, in recent years, the province has focused on vocational training, career counseling, and supporting laborers in finding new jobs or creating their own livelihoods to develop household economies.
Right from its establishment, Nậm Pồ district has actively promoted Party’s guidelines and State’s policies and laws regarding vocational training. The district has conducted surveys to assess laborers’ vocational training needs, local production characteristics, and labor market demand.

Based on the survey results, vocational training plans are formulated to match actual needs and the laborers’ abilities. Priority is given to people of working age, those entitled to preferential policies, revolutionary contributors, poor households, and ethnic minorities. In 2024, the district’s Vocational Education - Continuing Education Center organized 31 classes for 1,048 trainees, including 348 in agricultural vocations and 700 in non-agricultural sectors.
The district has also intensified career counseling, job placement, and labor export activities; implemented policies supporting laborers working abroad under contracts; encouraged models and projects that create local jobs; and effectively executed policies for laborers to access loans for job creation and business expansion. In 2024, nearly 1,000 workers in the district secured employment in enterprises within and outside the province.

In Đệ Tinh 2 village, Phìn Hồ commune, Hồ Chử Thào has successfully implemented a garden-pond-livestock pen (VAC in Vietnamese) model with over 60 livestock, generating nearly VNĐ 200 million annually. “After attending training courses organized by the district, I decided to build solid barns and shift to concentrated, commercial livestock farming, increasing economic value. I also planted elephant grass on fallow land, applied scientific techniques, and conducted regular vaccinations to ensure healthy livestock and higher yields,” shared Thào.
Similarly, in Si Pa Phìn commune, after receiving vocational training tailored to local development needs, many laborers have engaged in agricultural projects. Notably, the commune now has over 30 hectares of clean vegetable farming and more than 40 households growing passion fruit on over 41 hectares across various villages. These agricultural projects have opened up opportunities to boost local socio-economic development and provide stable jobs and incomes for many local laborers.

In Tuần Giáo district, vocational training for rural workers has been aligned with local demand through classes on animal husbandry, disease prevention for livestock, and coffee cultivation and processing techniques. Lầu Chứ Só from Hua Sa B village, Tỏa Tình commune, shared: “Under the policy of promoting coffee cultivation to reduce poverty, I transformed nearly 3 hectares of upland fields to grow coffee. After participating in vocational training and receiving technical guidance, my coffee plants have adapted well to the local climate and soil, yielding stable profits each year.”
Recognizing the importance of improving workforce quality and job creation, especially for workers in remote, ethnic minority areas, Điện Biên has issued and effectively implemented various programs and policies supporting vocational training and employment for laborers in general, and ethnic minorities in particular. In 2024, the province trained 10,608 people, including 220 at the college level, 1,022 at the intermediate level, and 9,366 at the elementary or under-three-month training level (of which 6,839 were rural laborers).

Additionally, the province conducted labor market surveys to align vocational training with the real demands of enterprises and labor users. Enterprises were encouraged to expand production and diversify industries to create more jobs. In 2024, the province created jobs for 11,099 workers, including 2,200 through the National Employment Fund, 4,541 through enterprise placements (4,035 outside the province), and 238 sent abroad under labor contracts.
These positive results in vocational training and job creation, particularly for ethnic minority laborers, demonstrate the province’s strong commitment to transforming vocational education and employment policies. This has proven to be the “key” to driving economic restructuring, increasing labor productivity, ensuring stable incomes, and sustainably reducing poverty.
