The effectiveness of social policy credit sources

ĐBP - With 20 loan programs, policy credit sources have demonstrated effectiveness. Thanks to preferential loans, poor households, near-poor households, and other policy beneficiaries in Điện Biên province have opportunities to develop their economies, expand production and business, create stable jobs, increase income, and contribute to sustainable poverty reduction goals.

In 2015, Sùng Thị Vự’s family was resettled in Huổi Lanh village (Mường Toong commune) under the project to rearrange and stabilize the population, develop the economy - society, ensure national defense - security in Mường Nhé district. Vự’s family was allocated 400m² of residential land and 2 hectares of production land. The family used the State’s support funds to build a house and invest in production. However, low productivity and unstable agricultural prices caused difficulties for the family in their new location.

In 2022, through the savings and loan teams (SLTs) of the Women’s Union in Mường Toong commune, Vự accessed policy credit sources. After completing the procedures, she borrowed VND 70 million from the job creation loan program. With the capital, Vự invested in building a barn, buying two breeding cows and five breeding pigs to develop livestock. Currently, after more than three years, the herd has grown to four cows, the pig herd maintains seven pigs/litter, along with about 30 poultry. Thanks to livestock, Vự’s family has an additional stable income of about VND 50 million/year.

Vự shared: “In difficult farming conditions, policy credit sources have created opportunities for my family to develop the economy, create jobs, and gradually stabilize our lives in the new location”. Currently, the total outstanding policy credit in Mường Toong commune is over VND 55 billion, becoming an important resource to help people develop production and business, and promote local socio-economic development.

A resident of Mường Toong commune (Mường Nhé district) is shifting from growing traditional crops to planting cinnamon.

Đoàn Xuân Tứ, Secretary of the Party Committee of Mường Toong commune, said, during the period of 2021-2025, the commune focused on converting the crop structure on hills, encouraging people to replace traditional crops with cinnamon. In this context, policy credit sources played a key role, serving as leverage to help people invest in and care for crops, towards sustainable development.

Na Son is a disadvantaged commune in Điện Biên Đông district. In recent years, the commune’s Party committee and authority have actively integrated social policy credit into socio-economic development programs, creating momentum to change the face of rural areas and improve people’s lives. Currently, Na Son commune is implementing 11 loan programs with total outstanding policy credit of VND 40.2 billion, through 20 SLTs, supporting 672 households. Thanks to preferential capital from the Vietnam Bank for Social Policies (VBSP), many effective production models have been expanded, such as growing red beans, breeding cattle and pigs, growing fruit trees, and combined business with livestock. Many families have escaped poverty, become well-off with stable incomes, built solid houses, purchased living amenities, and improved their living standards. The percentage of poor households in the commune has decreased, contributing significantly to sustainable poverty reduction goals and new rural development.

Quàng Văn Nọi, Na Cảnh village (Na Son commune), shared: “Thanks to policy credit sources, my family has been able to open a grocery store. Every year, we have a stable income, improving our lives and reducing difficulties compared to before”.

In 2024, the VBSP’s Điện Biên branch implemented 20 policy credit programs under the government’s decrees and the Prime Minister’s decisions. During the year, the loan turnover reached VND 1,471.6 billion, supporting 21,209 customers in accessing capital. Total outstanding credit reached VND 5,011.6 billion, increasing by VND 341.8 billion compared to 2023, equivalent to a growth rate of 7.32%. The number of customers with outstanding balance was 77,925.

Policy credit sources have created conditions for 21,209 poor households and other policy beneficiaries to access capital for economic development; created 3,273 new jobs; invested in and built 5,648 clean water and environmental sanitation projects; constructed 69 social houses; and provided conditions for 72 workers to work abroad. These results not only contribute to sustainable poverty reduction but also ensure social security and promote socio-economic development in the province.
