Digital technology enhances efficiency in managing policy credit

ĐBP - Applying information technology to credit management is among the key solutions being strongly implemented within the Vietnam Bank for Social Policies (VBSP) system. In Điện Biên, the widespread implementation of digital apps has brought practical efficiency and convenience.

With just a smartphone connected to the internet, Giàng A Chùa, head of the savings and loan group in Kể Cải hamlet, Mường Báng commune (Tủa Chùa district), can provide detailed information about VBSP’s credit programs. He can also assist members in quickly completing loan procedures without needing to carry around bulky documents as before.

Chùa said: “Currently, our group manages 53 members with a total outstanding loan balance of over VND 3.6 billion. Thanks to the policy credit management app, all transaction information is regularly updated, including local credit plans, loan databases, client interest and principal payment histories, and debt comparison results.”

Since September 2024, the Tủa Chùa district’s VBSP Transaction Office has rolled out the policy credit management app to members of the Board of Representatives, commune-level poverty reduction committees, village heads, political-social organizations authorized to manage loans, and 229 savings and loan groups across the district. The app supports direction, management, and implementation of policy credit activities, reduces transaction workload and time, and helps groups manage their funds more effectively. Interest and principal payments through bank transfer or deposits via savings groups can now be made proactively, accurately, and easily. Using the app not only optimizes management but also significantly improves the quality of policy credit activities in the district.

Tòng Hữu Yên, Director of the Tủa Chùa district’s VBSP Transaction Office, said that after more than six months of implementation, 485 clients have installed and used the app. It allows the district’s VBSP representatives to monitor the implementation of credit policies, and enables local authorities and entrusted organizations to promptly guide activities effectively within their jurisdiction. Transactions like interest payments and savings deposits conducted through the app are convenient, quick, and effective, thus improving the quality of policy credit operations.

Additionally, the app allows group leaders to handle and synchronize transaction data directly on their smartphones, significantly reducing transaction times with bank officers. It also provides detailed information about loan programs, interest rates, customer databases, and relevant instructional documents. Currently, 100% of savings and loan groups in the district conduct transactions using this app.

For ethnic minority clients living in mountainous and border districts, using the policy credit management software also brings great convenience. It helps improve their financial literacy and enhances their access to modern technology-based financial services.

Lầu A Già, a policy credit borrower in Điện Biên Đông district, shared: “Using the policy credit management app on my phone, I find it very convenient and proactive. Every month, when it’s time to repay principal and interest, I receive reminders via text message, allowing me to manage my finances and make timely repayments.”

Điện Biên district currently has 383 savings and loan groups, 271 village heads, and 100% of borrowers using the policy credit management app on smart devices.

Trần Trung Kiên, Deputy Director of the Điện Biên district’s VBSP Transaction Office, noted that since introducing the policy credit management app, authorized organizations have saved time and have become more proactive in encouraging timely loan repayments among group members. They can independently monitor financial and loan records, gain real-time insights, and develop appropriate solutions to improve local credit quality.

The policy credit management app is one of the successfully and practically implemented software programs. Installed on smart devices as an easy-to-use digital handbook, it offers various utilities, including procedures for interest collection, savings deposits, bank transfers for principal and interest repayment, policy credit transaction data for savings and loan groups, transaction results, and access to interest payment receipts. The app not only helps group leaders accurately track cash flows and client information but also effectively assists in post-disbursement monitoring, enhancing local credit management quality.

With the support of digital banking software, members of district-level VBSP Representative Boards, bank officials, and entrusted socio-political organizations can quickly access and analyze online data, thereby improving supervision, management, and policy credit administration in their localities.

In addition to this app, VBSP has actively implemented digital transformation in its operations, offering modern banking services through MobileBanking systems. These efforts contribute to improving the financial literacy of residents, promoting social welfare programs, and supporting sustainable poverty reduction.
