Điện Biên pledges to create the most favorable conditions for investors

ĐBP - On the morning of March 28, the People’s Committee of Điện Biên province held the first meeting with businesses and investors in 2025.

The meeting was attended by Trần Quốc Cường, Member of the Central Party Committee, Secretary of the provincial Party Committee; Lê Thành Đô, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People’s Committee; along with Deputy Chairmen of the People’s Committee Phạm Đức Toàn and Vừ A Bằng, and Director of the Department of Finance Nguyễn Phi Sông, who chaired the meeting.

In his opening speech, Chairman Lê Thành Đô emphasized that 2025 is an especially important year, a year to accelerate and break through, to reach the target of implementing the 5-year socio-economic development plan (2021-2025), to conduct a revolution in streamlining the organizational apparatus, and to hold Party Congresses at all levels leading to the 14th National Party Congress.

To achieve the set results, he held that the private economic sector plays a crucial role, creating a breakthrough foundation; businesses and investors are the key forces to explore the market, optimize production and business efficiency, and mobilize the maximum social resources.

“We must candidly acknowledge that businesses and investors in the province are still facing many challenges to develop rapidly and sustainably in terms of quantity, scale, quality, and operational efficiency. This meeting aims to discuss, analyze, assess, and fully recognize the situation and responsibilities of the relevant agencies and units, in order to identify the tasks and solutions to effectively boost the implementation of investment projects, develop production and business, and promote the role of businesses, entrepreneurs, and investors in the province,” he affirmed.

In 2024, approximately 150 new businesses were established in the province with a registered capital of VND 876.27 billion (136% of the plan, an increase of 15 businesses compared to 2023). Currently, the province has 1,330 businesses with a total registered capital of VND 32,178 billion, 724 branches, representative offices, and registered business locations. The province continues to implement the plan for supporting small and medium enterprises, promoting private economic development, and restructuring state-owned enterprises for the 2022-2025 period.

The investment and business environment in Điện Biên is improving positively, with ongoing efforts to attract large domestic and international corporations to study and survey investment opportunities for major projects in the province, such as wind energy projects and urban infrastructure. Since 2024, the provincial departments, sectors, and authorities have received 21 proposals from the provincial Business Association, with written responses to each proposal.

At the meeting, representatives from the provincial Business Association, businesses, and investors discussed their expectations for Điện Biên to continue to create even stronger conditions for attracting investment. They expressed hopes for the swift completion of land lease procedures, issuance of land use certificates, and access to loans from state banks for the macadamia tree development project. Additionally, there were discussions on launching new projects, land use conversion, tax exemptions, and land clearance for the Hoa Ba Tuần Giáo supermarket project in the town of Tuần Giáo, as well as accelerating the construction and operation of the 220kV substation and 220kV power line from Điện Biên to Sơn La province.

In his speech, Secretary of the provincial Party Committee Trần Quốc Cường urged local authorities, departments, agencies, and mass organizations to continue accompanying and supporting businesses and investors. He emphasized the need to actively address difficulties and obstacles, ensuring the most favorable conditions for businesses and investors to carry out their production, business, and investment activities in the province. He called for accelerating the compensation, support, and resettlement processes for projects to ensure the delivery of clean land to investors according to the schedule. The quality and progress of projects must be monitored closely.

For the provincial Business Association and businesses, he urged them to continue their sense of responsibility, mobilize resources, and fully implement their commitments to the province, relevant agencies, localities, and the people. Businesses should speed up their projects and put them into operation to fully utilize investment resources.
