Điện Biên targets to further remove bottlenecks for development

ĐBP - As a border region in the far west of the country, with challenging transportation and mountainous terrain, Điện Biên province faces significant obstacles in attracting investment and promoting socio-economic development.

However, building on the achievements of 2024, the province has set a target for 2025 to achieve a gross regional domestic product (GRDP) growth rate of 10.5%, supported by specific solutions. This target will be realized through the collective efforts of Party committees, authorities, and the political system to address the bottlenecks hindering economic progress.

Potential exists... but is hard to exploit

Điện Biên boasts considerable potential in land resources, with a natural area exceeding 9,500sq.km, of which nearly 80% is agricultural and forestry land. The province’s diverse microclimates are suitable for a variety of crops, providing favorable conditions for developing a diversified agricultural sector. The Mường Thanh plain, specializing in rice cultivation, has established the high-quality Điện Biên rice brand. Additionally, crops such as coffee, rubber, and macadamia have been introduced to tap into the potential of forestry land.

As the only province sharing the borderline with both Laos and China, with a border length of over 455km, Điện Biên is equipped with an airport connecting to Hà Nội and Hồ Chí Minh City via A320 and A321 aircraft. The province also has road connections to northern provinces of Laos and Yunnan province of China. Leveraging its geographical advantages, Điện Biên has, in recent years, focused on improving the investment and business environment, mobilizing resources from various economic sectors, and participating in investment promotion conferences to highlight its potential and strengths. Administrative reforms have shown noticeable progress, socio-economic infrastructure has been strengthened, social welfare has been ensured, the poverty rate has decreased, and the living standards of the people have gradually improved.

The province is home to the Điện Biên Phủ battlefield, a nationally recognized special historical site, which serves as a foundation for developing historical tourism. With 19 ethnic minority groups, each with its own customs, language, and culture, Điện Biên offers a rich and colorful cultural tapestry. Its network of scenic spots, including caves and springs scattered across the province, further enhances its tourism potential, making it a key focus for developing historical, cultural, and recreational tourism.

Recently, several investors have conducted surveys and assessments of wind and solar energy potential in Điện Biên Đông and Mường Chà districts, with preliminary findings indicating the feasibility of investing in renewable energy development.

Điện Biên’s geographical location, along with its natural and social conditions, presents significant potential and advantages for attracting investment and fostering socio-economic development. Through investment promotion conferences, several businesses and investors have expressed interest in exploring and investing in the province’s strengths. With appropriate solutions to effectively exploit this potential, Điện Biên could emerge as a regional hub in the Northwestern region of Việt Nam, connecting with northern Laos and China’s Yunnan province.

However, the province’s potential remains underexploited due to numerous bottlenecks and barriers to economic growth. The primary challenge is geographical isolation, with Điện Biên located far from major economic hubs like Hà Nội and Hồ Chí Minh City. The difficult transportation infrastructure, characterized by high mountains and steep slopes, directly affects the province’s competitiveness and ability to attract investment. With over 82% of the population consisting of ethnic minorities, who often face limited educational opportunities and agricultural conditions, living standards remain low, and the poverty rate is high. This makes it challenging for the province to provide a high-quality workforce and implement production models across various sectors. Industrial development is also limited, with only one cement factory and a few brick production facilities in operation.

The most critical bottleneck impacting the province’s economic growth is the lack of investment resources. Although the Party and State have implemented numerous policies to support border and disadvantaged areas like Điện Biên, these have not fully met the province’s development needs. The incomplete and unsynchronized infrastructure further weakens its competitiveness and ability to attract investment to harness its potential and strengths.

Removing bottlenecks for development

While Điện Biên has potential and advantages, it also faces numerous challenges, with difficulties outweighing opportunities, keeping it among the less developed provinces. It is essential for the province to accurately assess these challenges and devise suitable solutions to attract investment, exploit its potential, and drive socio-economic development.

To achieve the 2025 GRDP growth target of 10.5%, the province has outlined nine key groups of solutions for direction and implementation. These include restructuring the agricultural sector, reviewing crop development projects, and applying effective agricultural production models to unlock the sector’s potential. Efforts to develop macadamia, coffee, and specialty rice regions will involve identifying and resolving bottlenecks, with the agriculture, forestry, and fisheries sector expected to contribute approximately 4.15% to the province’s GRDP growth. Agricultural and forestry production models will be linked with the processing industry to enhance product value.

The province will also review general and detailed plans to develop urban infrastructure, commercial, and tourism projects. It will promote investment in electricity and hydropower, particularly accelerating the implementation of wind power projects already approved in the Power Development Plan VIII, with a total capacity of about 300MW.

Currently, Điện Biên is implementing 12 key projects, including seven funded by the state budget and five urban infrastructure development projects using non-budget funds. However, progress on these projects has been slower than planned, primarily due to delays in land clearance.

For State-funded projects, land handover has been sluggish, with some projects still in the surveying, boundary marking, and contractor selection stages. For example, the Nậm Rốm River Basin Multi-Hazard Management Project has achieved only 4% land handover in Điện Biên Phủ city and 61% in Điện Biên district. The Điện Biên Phủ city Arterial Road Project has reached approximately 87% land handover in the city and 98% in the district. The Sports Center Construction Project has yet to establish a compensation and support plan, while the Him Lam Resistance Center Historical Site Preservation and Restoration Project (Phase II) is still in the contractor selection process.

To address these bottlenecks, the province has directed relevant units and agencies to establish timelines, verify land origins for clearance, and mobilize maximum manpower and machinery to accelerate construction progress. Completing these key projects will create a ripple effect, generating momentum to attract investment from various economic sectors.

Tourism development is a vital priority, aiming to establish tourism as a spearhead industry by increasing visitor numbers and boosting social revenue from tourism activities. To tap into this potential, the province will enhance tourism promotion, attract investment in historical, recreational, and cultural tourism products, continue investing in the preservation of historical sites, and develop tourism services. Residents will be encouraged to participate in tourism by investing in accommodation, cuisine, and cultural experience services to attract visitors.

Implementing digital transformation and promoting the application of science, technology, and innovation are also key drivers for economic growth and transformation. As a border province, Điện Biên places special emphasis on national defense and security to maintain a safe environment for socio-economic development.

Achieving the set economic growth targets requires not only plans and solutions but also the consensus of the people, businesses, and the entire political system. Therefore, alongside addressing bottlenecks, the province prioritizes communication efforts and emphasizes inspection and supervision to ensure effective and sustainable investment attraction and development.
