A “bridge” for social policy credit in Mường Ảng

ĐBP - Acting as a bridge between the Vietnam Bank for Social Policies (VBSP) and residents, Mường Ảng district (Điện Biên province)’s savings and loan teams (SLTs) serve as a vital channel for capital allocation, helping individuals access funds and utilize them effectively. Through these teams, social policy credit has been successfully brought into play, ensuring the quality of State-funded credit programs within the district.

The SLTs’ primary responsibilities include evaluating loan applications, disbursing funds, and collecting monthly interest and principal payments. Notably, the Cói Bánh SLT in Ẳng Cang commune has prioritized effective post-loan management.

According to Quàng Thị Hồng, Chairwoman of the Cói Bánh SLT, “If borrowers fail to utilize loans efficiently, it can lead to wastefulness and increased bad debt. Therefore, we closely monitor and encourage borrowers to use funds correctly and effectively. The SLT also assists borrowers in managing debt repayment schedules, providing guidance on debt extension or risk management procedures when necessary. As a result, the Cói Bánh SLT has achieved remarkable success, with 35 members and a total outstanding loan balance of over VNĐ 2.6 billion, without any overdue debt.

A family in Mường Ảng uses funds from policy credit sources to invest in livestock farming and economic development.

A notable example of effective credit policy utilization is the family of Mrs. Tòng Thị Hoạn, who borrowed VNĐ 50 million from VBSP in 2018 to invest in cattle breeding. After repaying the loan, she borrowed an additional VNĐ 100 million to expand her cattle business. Today, her family owns 11 cattle and over 20 pigs, generating an annual income of approximately VNĐ 40 million from livestock farming.

As one of the effective SLTs, the SLT of Residential group 9 in Mường Ảng town has received professional training and guidance from the Mường Ảng VBSP. With the acquired knowledge, the SLT has fulfilled its duties, currently consisting of 60 members with a total debt of over VNĐ7.5 billion.

Tô Thị Hồng Nhung, Chairwoman of the SLT, shared her experience in managing capital sources: “During regular meetings, we inform members of the available loan amounts, remind and urge borrowers to repay debts and interest on time, and disseminate new VBSP policies. By participating in SLT activities, members acquire social knowledge, learn economic development experiences, and increase their income. Before each loan disbursement, the SLT holds democratic and public meetings to evaluate and guide borrowers in completing procedures correctly. As a result, the SLT consistently receives high ratings for its effective operations”.

Currently, Mường Ảng district has 218 SLTs with a total debt of over VNĐ 546 billion, accounting for 99.8% of the total debt at the VBSP’s Mường Ảng branch. Recently, the branch has strengthened and consolidated the operational apparatus of SLTs, serving as a bridge to transfer preferential capital to poor households and policy beneficiaries. According to the evaluation of SLT quality, the district has 178 good SLTs and 30 fairly good ones.

The VBSP’s Mường Ảng branch organizes a meeting among SLTs to share experiences in promoting and managing funds.

Lò Thị Thanh, Director of the Transaction Office of the VBSP’s Mường Ảng branch, stated: “To enhance SLT quality, our unit regularly organizes management training for SLT management board members and facilitates experience sharing and mutual learning among SLTs. Additionally, we direct SLT chairpersons to effectively implement propaganda, guidance, and support for borrowers to manage their businesses and repay debts on schedule. This contributes to enhancing the operational capacity of the SLT network in the district.”
