Fire prevention, firefighting to preserve grassroots-level safety

ĐBP - Fire prevention, firefighting, and search and rescue represent not solely the mandate of specialized functional forces, but are intimately tied to the safety of every household and residential quarter.

Given the mountainous terrain, extensive geographic expanse, dispersed population, and numerous remote villages, Điện Biên identifies proactive prevention, elevating public consciousness, and leveraging on-site firefighting forces as pivotal solutions to mitigate risks, minimize damage caused by fires and explosions, and preserve tranquility right from the grassroots.

Practical experience demonstrates that when fire prevention is deployed early from the grassroots and public awareness is raised, fire and explosion hazards can be curbed and damages contained. From November 2025 to July 2026, the entire province recorded 6 fire incidents, down 57.14% compared to the same period last year; no human casualties occurred, and property damage was estimated at approximately VND 460 million, a reduction of 81.98%. These figures reflect positive improvements in fire safety. Nevertheless, risks remain ever-present in daily living and production. Carelessness when handling flame or heat sources and electrical equipment failures continue to be the primary causes of fire incidents.

Incidents occurring in residential neighborhoods show that alongside household preventive mindfulness, early detection and prompt initial handling are exceptionally crucial.

On the afternoon of March 12, a fire broke out at the private residence of N.T.H. in Chiến Thắng residential group, Điện Biên Phủ ward. Immediately upon receiving the alert, the Fire Prevention, Firefighting, and Search and Rescue Police Division under the provincial Police mobilized fire engines along with 60 officers and soldiers to the scene. The blaze occurred in a Level-4 single-story house with a steel frame structure and corrugated iron roof, covering an affected area of roughly 20m². Located in a dense residential quarter, the fire posed high risks of spreading to adjacent houses. Thanks to the prompt execution of firefighting measures, functional forces quickly contained the fire, preventing it from spreading outward.

While extinguishing a fire is an urgent operational response when an incident happens, fire prevention begins far earlier, starting from small routines within each family. Periodically checking electrical wiring, arranging safe cooking quarters, and maintaining unobstructed escape routes all contribute to warding off fire hazards. Over the past period, the Fire Prevention, Firefighting, and Search and Rescue Police Division under the provincial Police has stepped up outreach, guiding residents to comply with fire safety regulations. Informational content is tailored to each locality, facility classification, and living or production condition.

Beyond overarching regulations, the key is transforming fire prevention knowledge into an ingrained habit for each family. Nguyễn Thị Hồng, residing in Thanh Xương residential group, Mường Thanh ward, shared: “Previously, my family did not pay adequate attention to fire prevention. Through the outreach and guidance of functional forces, we now regularly inspect electrical wiring, organize belongings neatly, watch heat sources closely, and prepare on-site firefighting equipment in our home. Most importantly, every member must know how to respond and safely evacuate if a fire occurs.”

Alongside public outreach, inspection, guidance, and rectification of fire safety conditions have been intensified across sectors harboring latent fire and explosion hazards, such as petroleum distribution, restaurants, hospitality, and transportation. At subordinate bus terminals, the Điện Biên provincial Bus Terminal Management Board organized inspections covering the formulation and execution of firefighting plans, safety dissemination for employees, operational readiness of on-site firefighting gear, electrical systems, parking bays, ticket booths, and high-risk spots. According to the board, terminal stations fundamentally observed regulations rigorously, proactively stationing duty personnel and preparing firefighting appliances. Several deficiencies, including untidy equipment storage and fire extinguishers requiring periodic maintenance, were pointed out for immediate remediation.

While inspections aim at prevention, strictly penalizing violations upon discovery compels facilities to confront genuine hazards that could trigger fires or explosions. In petroleum retail, during the first 7 months of the year, the Fire Prevention, Firefighting, and Search and Rescue Police Division under the provincial Police inspected 75 establishments, identifying and imposing administrative penalties on 5 facilities for failing to comply fully with fire prevention and search and rescue regulations. Violations pertained mostly to management dossiers, personnel assignments for fire safety duties, and late submission of fire safety operational reports. Inspecting and penalizing infractions elevates facility heads’ accountability, rectifying loopholes that might jeopardize fire safety conditions.

Senior Lieutenant Colonel Nguyễn Văn Thưởng, Head of the Fire Prevention, Firefighting, and Search and Rescue Police Division, affirmed that with mountainous characteristics, dispersed residential clusters far from municipal centers, and fragmented topography, promoting on-site response capabilities carries paramount significance. While professional firefighting forces require travel time to reach distant locations, early detection, initial suppression, and coordinated community action help contain fire spread and reduce damage. Strengthening grassroots prevention and firefighting, the province has built 238 fire safety inter-household teams and 229 public firefighting points to date. These operational models enhance coordination among households, assist in early detection and preliminary response to incidents, and improve practical skills in utilizing firefighting equipment and escape maneuvers.

Directing the reinforcement of fire prevention, firefighting, and search and rescue work, the province requested the promotion of a mass movement engaging the entire population under the “four on-the-spot” principle, replicating fire safety models across residential zones. Commune and ward authorities review, educate, and mobilize households - particularly those combining housing with business or production that lack secondary exit routes - to proactively open emergency exits via balconies, roof accessways, or rope ladders, and equip premises with portable fire extinguishers and essential demolition tools. Localities must consolidate civil defense forces and expand the “Fire Safety Inter-Household Team” and “Public Firefighting Point” models.

Preserving grassroots tranquility in fire safety encompasses more than responding when accidents strike; crucially, it entails proactively preventing risks from the outset. From each home, workshop, and business premise to every hamlet and village, civic mindfulness, institutional accountability, and close coordination between operational forces and the community will forge a steadfast fire defense posture. When fire prevention becomes a daily habit, firefighting and evacuation skills are widely mastered, and every citizen actively protects themselves and those around them, fire and explosion hazards will be progressively controlled, safeguarding human lives, property, and community safety.
