To realize these shifts, the Community Digital Technology Team of Xa Vua village plays a role akin to hands-on mentors. Comprising nine members drawn from the village management board and local mass organizations, the team does not wait for villagers to seek information. Instead, members routinely visit individual households while integrating digital literacy coaching into village meetings.
According to Giàng A Thào, Village Head and Leader of the Xa Vua Community Digital Technology Team, the guiding method focuses on providing practical instructions tied directly to daily needs. Priorities center on installing, activating, and utilizing VNeID, guiding residents to access public online services via their accounts, and progressively fostering non-cash payment habits. “The key is instructing residents so they can operate the applications independently on their own smartphones. Once they master the steps, they can handle future transactions on their own without waiting for cadre assistance,” Thào shared.
Through this approach, technological awareness and skills among villagers have transformed step by step. To date, youths and middle-aged adults in Xa Vua have largely accessed and adopted cashless payment methods. Several residents have also become proficient in filing online administrative dossiers via VNeID.
For highland populations, these represent competencies of practical significance. Mastering digital platforms allows residents to proactively access information, process administrative formalities, and conduct transactions that previously required visiting government agencies in person. Giàng Thị Dơ, a resident of Xa Vua village, shared that she previously used her mobile phone primarily for calls and communication. Following guidance from the Community Digital Technology Team, she now uses VNeID to submit dossiers online via her smartphone and executes cashless payments. Receiving direct instruction right at home within the village makes comprehension and practice much easier for locals.
Alongside Xa Vua village, the “Digital Literacy Movement” is being deployed across all 14 out of 14 villages in Phình Giàng commune through Community Digital Technology Teams. These teams are tasked with assisting and guiding residents in installing and activating VNeID, accessing public online services, utilizing cashless payments, and tapping into digital utilities.
As a result, the commune has issued 10,259 citizen identity cards and established 8,595 electronic identification accounts, of which 7,885 are Level-2 electronic identification accounts. Providing guidance to help residents activate and utilize VNeID and harness features on electronic identification platforms continues to be carried out via the Community Digital Technology Teams.
In parallel with elevating digital skills among citizens, Phình Giàng commune has accelerated online dossier receipt and processing for administrative procedures. Currently, 100% of administrative procedures under its jurisdiction are publicly posted; 100% of eligible dossiers are received and processed in the digital environment; the rate of dossier and settlement outcome digitization has reached 100%; and the online payment rate stands at 100%. Alongside these achievements, digital transformation across Phình Giàng commune faces specific hurdles. Telecommunications infrastructure in certain areas remains unsynchronized, with several villages situated in 4G/5G signal dead zones. Digital literacy and the ability to access and utilize digital features among a segment of the population remain limited.
Lường Văn Phượng, Vice Chairman of the Phình Giàng commune People’s Committee, stated: “In the coming period, the commune will continue elevating the operational quality of Community Digital Technology Teams, focusing on supporting residents with VNeID, public online services, and cashless payments. Concurrently, the commune will coordinate with specialized agencies and telecommunications enterprises to review and propose solutions for coverage-limited areas, while progressively upgrading equipment dedicated to digital transformation.”
Simultaneously, Phình Giàng commune advocates establishing one to two “Model Digital Skill Villages” to serve as benchmarks for replication across the entire locality; maintaining at least one quarterly digital skill literacy session per village cluster; and optimizing resources to align the “Digital Popular Education” campaign closely with the implementation roadmap of the commune’s comprehensive digital transformation project.
