Despite facing challenges, Party organizations in the defensive area commands have mobilized all available resources to ensure the success of their first congresses. These set an important precedent for the upcoming provincial Military Party Congress.
At the Defensive Area Command 4 - Mường Ảng (a newly established unit formed after merging the military commands of Tuần Giáo, Mường Ảng, and Điện Biên Phủ city), work began immediately and with great urgency. As a new model that does not correspond to administrative divisions, the Defensive Area Command 4 plays a crucial command role in a strategic area with a large population and wide territory.
In recent days, Colonel Nguyễn Bá Khoát, Political Commissar of the Defensive Area Command 4 - Mường Ảng, and the entire team of Party members, officers, and soldiers have been working with high concentration and efficiency. According to Colonel Khoát, thanks to thorough preparation and a ready mindset, all personnel quickly adapted to their new roles and began drafting operational plans for their assigned region. In particular, preparations for the first Party congress, ranging from decorations, documents, personnel arrangements, to event logistics, were directed systematically, with clearly assigned tasks and responsibilities for each team.
“Though the workload is heavy, and numerous documents and equipment had to be transferred from the merged localities, everyone showed strong responsibility and initiative, helping us stabilize quickly. Despite the time pressure and unavoidable initial difficulties, the unit upheld the exemplary role of Party members and motivated all staff to overcome challenges and ensure a successful congress. This is a crucial starting point for setting the direction and implementation strategies for our tasks in the new phase,” shared Colonel Khoát.
On July 11, the Party organization of the Defensive Area Command 4 - Mường Ảng became the first among the province’s four Defensive Area Commands to successfully hold its inaugural congress. The congress reached strong consensus on practical, reality-based plans for the next term, particularly focusing on reforms in military operations in the context of the two-tier government model. Two key breakthroughs were identified: enhancing the quality of the militia and self-defense forces within the defense zone and improving the effectiveness of both combat and civil defense drills.
Drawing lessons from the Defensive Area Command 4’s congress, on July 16, the Party organizations of the Defensive Area Command 1 - Mường Nhé, Defensive Area Command 2 - Na Sang, and Defensive Area Command 3 - Na Son also successfully held their first congresses. Emphasis was placed on collective solidarity, democratic discussions, and effective strategies for military and defense operations in the new context, especially on improving the overall strength and readiness of the armed forces to build a “streamlined, elite, strong” military.
Meanwhile, the Party organization of the provincial Border Guard Command quickly consolidated its structure and held its congress just days after being integrated under the provincial Military Command. Thanks to early preparation, all affiliated units had already completed their grassroots congresses, allowing the restructuring to proceed without disrupting the overall congress timeline. The Party organization aims to innovate advisory work, maintain a high level of combat readiness, and ensure no “gaps” in forces or responsibilities in safeguarding national sovereignty and border security.
In recent months, the provincial Military Party Committee proactively developed plans, issued guidance, and established subcommittees with clearly defined tasks for each Party committee member and relevant agencies.
Determined not to let the restructuring affect the progress of Party congress preparations, the Standing Board of the provincial Military Party Committee directed a thorough political education campaign across all Party organizations. Responsibilities were clearly assigned to all levels of Party leadership, commanders, agencies, and individual officers and Party members. Special attention was paid to preparing congress documents, personnel planning for new Party committees, and successfully completing all grassroots-level congresses. To date, the provincial Military Party Committee has completed all grassroots Party congresses, with 106 Party cells under grassroots Party organizations, 7 grassroots-level Party organizations, 1 affiliated Party committee, and 27 full grassroots Party organizations.
To generate enthusiasm and a strong momentum leading up to the 17th provincial Military Party Congress, the provincial Military Command created 12 new banners, 6 large billboards, and 100 ceremonial flags. It also arranged floral carpets, slogans, and decorations inside and outside the congress venue, along with a system of flagpoles and promotional materials, more than 80% of the preparation work has been completed.
Senior Colonel Dương Quốc Long, Deputy Political Commissar of the provincial Military Command, remarked: “Although we are still adapting to the new structure, operational mechanisms, and reorganized military barracks, all units have generally done an excellent job in preparing for and organizing their grassroots congresses. This lays a solid foundation for the success of the upcoming provincial Military Party Congress. Draft congress reports were focused, and the quality of comments and discussions was high, contributing significantly to developing comprehensive and practical plans for the future.”
Currently, an energetic and determined atmosphere is spreading across all units, embodied in the slogan: “Streamlined structure - Strong mission - Effective action.” The provincial armed forces are committed to asserting their core role in building a strong all-people national defense and safeguarding sovereignty and security across the region.
