Supplementing human resources for the grassroots level

ĐBP - Following more than one year of operating the two-tier local governance model, requirements placed upon the grassroots-level cadre contingent have become increasingly evident.

Reality demonstrates that alongside apparatus reorganization and functional delineation, many communes - particularly in highland and border areas - still require additional personnel with specialized, in-depth expertise to meet an expanding workload. Building on the efficiency of seconding 52 civil servants and public employees in late 2025, on August 11, 2026, the provincial People’s Committee continued mobilizing and reinforcing 30 cadres down to communes, injecting fresh resources for the grassroots-level.

Mobilized and reinforced to Xa Dung commune under the August 11, 2026 Decision of the provincial People’s Committee, Hoàng Long, holder of a Master’s degree in Construction Management (Department of Finance), quickly engaged in assigned duties, providing advisory support in finance and budget. Commune-level work possesses many differences compared to his previous working environment, yet specialized knowledge and professional experience accumulated over time provided him with a firm foundation to approach new tasks. Hoàng Long shared: “Assigned to the commune, I have greater opportunity to apply my expertise to practical situations while learning from grassroots-level experience. I hope to maximize my knowledge, support the locality in performing finance and budgetary affairs effectively, and share experience with on-site staff.”

Nguyễn Văn Tài (left), a cadre reinforced from Điện Biên College, assists Si Pa Phìn commune in information technology, information and communications, and digital transformation.

Si Pa Phìn is an area that continues to face numerous hardships. In this mobilization and reinforcement phase, the commune was assigned a cadre specialized in Informatics Technical Pedagogy to support information technology, information and communications, and digital transformation. These are domains tied increasingly closely to the operations of grassroots-level governments - ranging from processing administrative procedures, managing administrative records, and operating specialized software to deploying digital transformation tasks.

Lê Quang Trinh, Chairman of the Si Pa Phìn Commune People’s Committee, stated: “Digital transformation is posing many fresh requirements in grassroots-level government operations, whereas the commune’s staff in charge of this sector remains limited in specialized expertise. A reinforced cadre with matching competence will help the commune untangle bottlenecks during execution, guiding on-site cadres to become more proficient in executing tasks within digital environments, particularly in resolving administrative procedures, processing dossiers, and utilizing specialized software.”

In October 2025, the provincial People’s Committee seconded 52 civil servants and public employees from provincial agencies and units to 34 communes and wards for a six-month tenure. This cohort was selected and deployed into sectors where the grassroots-level lacked specialized personnel, such as construction, transport, information technology, digital transformation, finance, and budget. During their assignments at the grassroots-level, seconded cadres quickly acclimatized to workflows, partnering with on-site teams to advise and execute tasks while sharing specialized knowledge, providing communes with supplemental manpower to handle work, especially in fields demanding deep technical skills.

Grounded in the outcomes of the initial secondment drive alongside local practical demands, on August 11, 2026, the provincial People’s Committee issued Decision No.1803/QĐ-UBND approving the list of 30 civil servants and public employees from agencies and units under the provincial People’s Committee mobilized and reinforced to 21 communes to assist task execution. This group includes eight civil servants and 22 public employees.

Nguyễn Tiến Đạt, Deputy Head of the provincial Party Committee’s Organizing Commission and Director of the Department of Home Affairs, stated: “The personnel selected this time possess managerial and division-level leadership experience alongside specialized expertise in areas such as finance, information technology, construction, land administration, and planning. Selection was conducted based on the concrete demands of each locality, aiming to bring resources and expertise directly to the grassroots-level, while supporting, transferring experience, and elevating capacity for on-site cadres.”

A novel feature of this drive is that the mobilization and reinforcement duration has been extended up to three years. Compared to the previous six-month secondment term, this longer period enables cadres to integrate deeply with the grassroots-level, understand local characteristics, closely monitor workflows, and join localities in resolving emerging issues. In particular, throughout their tenure, reinforced cadres can directly guide, exchange professional techniques, and share experience with the on-site team. As such, posting cadres down to communes not only resolves immediate personnel shortages, but also helps supplement and elevate contingent quality, generating an additional pool of cadres equipped with practical grassroots-level experience.

According to statistics from the Department of Home Affairs, prior to this mobilization drive, the province had seconded and reinforced 124 civil servants and public employees from provincial agencies and units to communes and wards; mobilized 48 public employees from regional Project Management and Land Development Boards to eight communes and wards; and rotated and introduced five provincial civil servants to be elected as supplementary Vice Chairpersons of commune-level People’s Committees. Through reviewing and reallocating cadres between localities experiencing surpluses and deficits according to job positions, communes and wards across the province have basically secured manpower quotas.

In practical grassroots-level reality, the recent secondment, mobilization, and reinforcement of cadres has initially brought a fresh breath of air, marking a step that demonstrates the province’s vision, innovative mindset, and responsibility toward the grassroots-level. This solution helps resolve personnel deficits while creating a breakthrough in managerial thinking, operational approach, and cadre development closely aligned with practical reality.
