Across the province, practical experience since the rollout of the two-tier local governance model demonstrates that commune-level cadres have increasingly affirmed their role as a bridge linking the Party’s will with the hearts of the people, fostering consensus and elevating governance efficiency at the grassroots.
Previously, 15ha of wet-rice fields cultivated by numerous households in Trung Tâm and Hồng Líu villages, Nà Tấu commune, frequently faced irrigation water shortages. Torrential rains caused overflow across the fields, while prolonged dry spells parched the soil, severely impacting local production. Acting on voters’ petitions, in mid-2025, an irrigation project and a canal system extending nearly 1km were constructed, enabling residents to proactively secure irrigation water and farm with peace of mind. Lò Văn Kiểm, from Trung Tâm village, Nà Tấu commune, shared: “Now our villagers are very enthusiastic; water flow into the fields is excellent. We thank the Party and the State for investing in the people.”
For Lò Văn Kiểm and many local households, the joy lies not only in seeing fields adequately irrigated for production, but also in having their legitimate petitions heard and addressed with dedicated care by authorities. According to statistics, since early 2026, People’s Council deputy groups in Nà Tấu commune have received more than 100 voter opinions and recommendations. Monitored by the commune Việt Nam Fatherland Front Committee, all voter recommendations were received, examined, and handled strictly within assigned jurisdictions.
Mùa A Vừ, Chairman of the Việt Nam Fatherland Front Committee of Nà Tấu commune, stated: “To forge consensus among the people, cadres must stay close to the public, listening to their thoughts and aspirations. Legitimate citizen petitions must be received, conveyed to competent authorities, and followed through to final resolution. Only then will the people trust authorities and actively participate in civic movements.”
Across numerous communes, altering leadership and operational approaches has yielded positive shifts. Rather than waiting for citizens to arrive at communal headquarters with complaints and proposals, cadres proactively head down to villages and hamlets to assess local situations and learn about emerging difficulties in daily life. Village meetings focus directly on practical topics: land administration, site clearance, administrative procedures, social welfare policies, and crop and livestock development orientations.
This method has been concretized by Mường Nhé commune during the implementation of local socio-economic development programs and projects. Guided by the policy of expanding coffee cultivation to reach a target of 1,000ha during the 2025–2030 tenure, in 2026, the commune mobilized the entire political system to plant 300ha of new coffee. During execution, commune cadres directly visited villages to survey land conditions, meet with residents, and assess the farming capacity and needs of each household. Based on information gathered from the grassroots, the commune screened suitable land plots, provided technical guidance, and selected participating households, ensuring citizens are fully informed, consulted, and engaged in joint implementation.
Nguyễn Văn Úy, Chairman of the Mường Nhé commune People’s Committee, stated: “Throughout execution, we uphold the responsibility of cadres assigned to specific localities, promptly discussing and clarifying concerns raised by residents, and absorbing pertinent feedback to adjust implementation methods. When citizens understand, agree, and clearly see the benefits, rolling out programs and projects proceeds much more smoothly.”
After more than a year of implementing the two-tier local governance model, the spirit of serving the people is visible in the daily work of each cadre and Party member. This shift is clearly apparent in the way officials interact with and guide citizens. Regulations and procedures are explained in a clear, comprehensible manner. In instances where dossiers remain incomplete or encounter roadblocks, cadres proactively coordinate with specialized units to resolve bottlenecks and instruct residents on finalizing documents from the outset, reducing processing times and repeated visits.
Vừ Thị Sa, from Huổi Lanh village, Mường Toong commune, shared: “Every time I go to the commune office to process paperwork, I receive detailed guidance from cadres, which gives me great peace of mind. If documents are missing, they explain clearly what needs to be supplemented, and clarify whatever I do not understand. Consequently, completing procedures is much more convenient, saving me from having to make multiple trips.”
Public trust serves as the benchmark of administrative efficiency and a testament to the close bond between cadres, the grassroots, and the people. More than a year of implementing the two-tier local governance model demonstrates that when cadres dedicate ample time to staying on the ground, grasping real-world conditions, listening to public aspirations, and promptly partnering with citizens to untangle difficulties, Party guidelines and State policies and laws will be deployed far more effectively. Difficulties, bottlenecks, and conflicts emerging at the grassroots are identified and resolved in a timely manner, consolidating public trust and consensus.
