Resolution No.05-NQ/ĐU, issued on December 10, 2025, by the Executive Board of the Si Pa Phìn commune Party Committee, identified developing macadamia and coffee trees as one of the central orientations to restructure the agricultural sector. Looking toward 2030, the commune strives to cultivate approximately 1,500ha of macadamia and 1,000ha of coffee; concurrently developing livestock farming toward commercial commodity production, elevating product value, and establishing stable livelihoods for the people. To realize these goals, the commune focuses on communicating and mobilizing citizens to transform crop structures, promoting the exemplary role of cadres and Party members, and mobilizing investment resources to advance production.
At the Long Dạo village Party Cell, developing coffee and macadamia trees was integrated into outreach agendas to mobilize residents to adjust production methods. Party members are encouraged to bring into play their exemplary roles, proactively developing household economies while mobilizing fellow villagers to follow suit. Outreach has been deployed through village meetings and direct household visits, helping people clearly comprehend local production development orientations.
Vàng A Hờ, Secretary of the Long Dạo village Party Cell, Si Pa Phìn commune, stated: “The Party cell communicates and mobilizes Party members to take the lead in economic development, thereby encouraging residents to follow. Through village meetings and direct outreach, villagers have step by step built trust, actively participating in growing coffee and macadamia.”
To date, Long Dạo village features 62ha of coffee intercropped with macadamia under supported projects, including over 2ha of pure-stand coffee planted independently by local households. Through communication and mobilization by the Party cell and the pioneering spirit of Party members, numerous households have proactively invested in developing crops aligned with local orientations. Typical examples include the households of Vàng A Lồng and Lý A Tính, who independently purchased coffee seedlings to plant, progressively transforming production practices.
Vàng A Lồng, a resident of Long Dạo village, shared: “Thanks to communication by the Party cell and the village, alongside the exemplary pioneering of Party members, I understood the economic benefits and value of coffee trees. My family proactively purchased seedlings from a reputable nursery in Mường Ảng commune to plant across roughly 5,000m². Currently, the trees are developing well, and my family expects coffee to provide a stable income source in the coming period.”
During 2026, Si Pa Phìn newly planted 181ha of coffee, reaching 181% of the target assigned by the province. Of this, 100ha was intercropped with macadamia under support programs, and 81ha of pure-stand coffee was independently funded and cultivated by the people. The fact that residents proactively invested their own capital to grow coffee demonstrates a distinct shift in awareness and livelihood choices.
Alongside macadamia and coffee trees, Resolution No.05-NQ/ĐU of the Si Pa Phìn commune Party Committee targets reaching approximately 22,400 head of livestock and 46,500 head of poultry by 2030. The commune directs a gradual shift from free-range grazing to farm-scale, confined husbandry; encouraging concentrated farming models for water buffaloes, cattle, and horses. Under the resolution, the locality strives to develop approximately 200ha in service of concentrated large livestock farming models, yielding roughly 80 tons of live meat per year; with planned forage grass cultivation reaching about 150ha.
In Chăn Nuôi village, several households have proactively capitalized on available land plots, arranging pastures to expand herds. A prime example is the household of Hồ Chử Goằng, with a herd of over 60 water buffaloes, cattle, and horses. With this farming scale, Goằng’s family has progressively developed commercial production, generating an annual income of over VND 300 million. Other households include Hồ Oản Khoán, raising 20 horses; Hồ Chử Thào, raising 30 horses; and Hồ Chử De, raising 30 water buffaloes and cattle.
In the first nine months of 2026, the commune’s total livestock herd reached 18,562 head, including 6,495 water buffaloes, 2,187 cattle, and 9,880 pigs, alongside 2,424 horses and goats. These outcomes demonstrate that livestock farming plays an essential role in expanding the livelihoods of Si Pa Phìn residents. To draw closer to the targets of the resolution, the commune must align livestock expansion with pasture zone planning, secure feed sources, elevate breeding stock quality, and strengthen product consumption linkages.
Bùi Thu Hằng, Secretary of the Party Committee and Chairwoman of the People’s Council of Si Pa Phìn commune, said: “In the coming period, the commune will continue concretizing resolution targets into appropriate implementation plans; promoting the exemplary role of cadres and Party members while strengthening guidance and support for people to develop production. Coupled with expanding crop acreage, the locality prioritizes organizing production toward commercial commodities, building supply chain linkages between residents, cooperatives, and enterprises to elevate added value and secure market outlets for agricultural produce.”
Coffee and macadamia orchards are taking root on the hillsides of Si Pa Phìn, while large livestock farming models are steadily taking shape. The process of bringing resolutions into practical life in Si Pa Phìn is being concretized through tangible transformations in production. With the exemplary conduct of cadres and Party members and the proactive spirit of the people, the Party committee, administration, and People of Si Pa Phìn stand well positioned to fulfill set targets.
