Promoting role of grassroots-level Party cell secretaries

ĐBP - The Party cell is the cell of the Party, the foundation, and the political core at the grassroots-level, where Party guidelines and lines are directly translated into practical reality.

In the context of stepping up apparatus streamlining and implementing Directive No.50-CT/TW dated July 23, 2025, of the Secretariat on continuing to innovate and elevate the quality of Party cell activities in the new era, the role of Party cell heads across ethnic minority regions of Điện Biên province is affirmed even more prominently. This stands as a vital factor contributing to enhancing the efficacy and operational efficiency of the grassroots-level political system.

Implementing the policy on arranging and merging administrative units alongside villages, hamlets, and residential quarters, Điện Biên province currently has 887 Party cell secretaries, among whom 28 concurrently serve as heads of villages, hamlets, or residential quarters and heads of the Front Work Boards. Expanded geographic areas, increased household numbers, diverse population demographics, and differences in customs and traditions... place demands on grassroots-level cadres to innovate working methods and maintain close contact with their localities. Thereby, they step-by-step enhance administrative capacity and forge public consensus.

In Thanh An commune, following the merger of the former Cà Phê and Cang villages, the new Cang village currently accommodates 217 households with 1,220 residents, primarily belonging to ethnic minorities. Bế Triệu Thị Quỳnh (born 1988), Secretary of the Party Cell and Head of Cang Village for the 2026-2031 tenure, shared that the greatest post-merger challenge lies in the expansive area and dispersed population.

Party Cell Secretary of Pa Xa Village, Thanh Yên commune Lò Văn Thoan exchanges views and grasps the thoughts and petitions of local residents.

To effectively deploy tasks, Quỳnh and the Party Cell Committee carried out assignments under the motto: “Staying close to the people, understanding the people, and setting an example.” Beyond maintaining routine meetings, the Party cell secretary and members frequently visit individual households to disseminate and explain new policies and regulations. Close grassroots-level immersion helps the cell promptly grasp legitimate public thoughts and aspirations, resolving emerging practical difficulties thoroughly. Through this, the people’s trust and consensus in Party leadership are consolidated.

“For certain matters, speaking at a meeting is not enough; cadres must visit homes directly to converse with the people. To gain public consensus, one must first thoroughly understand the work oneself, and then explain it so villagers comprehend, especially on issues related to production, daily life, or new guidelines. Beyond grasping information from higher authorities, I also proactively research details thoroughly before devising easy-to-understand explanations tailored to each household,” shared Party Cell Secretary Bế Triệu Thị Quỳnh.

Pa Xa village (Thanh Yên commune) was established through the merger of Pa Xa Xá and Pa Xa Lào villages. The village currently comprises 138 households and 586 residents, with the Khơ Mú and Lào ethnic groups coexisting. The biggest challenge confronting the Party cell is creating unity and consensus across the community post-merger, as customs, living habits, and mindsets... display numerous differences.

To build solidarity, Party Cell Secretary Lò Văn Thoan determined that one must start by addressing the practical demands of the people. He personally visited each residential area to listen to feedback regarding essential infrastructure, such as clean water and suspension footbridges; concurrently, he consulted the experience of veteran Party members. In economic development, he took the lead in cultivating 12.45ha of pineapples initiated by the commune. With accumulated knowledge and experience, he directly provided hands-on instruction to villagers. The proactive, dedicated immersion of the Party cell secretary swiftly eliminated cultural gaps, building great national unity in the new village on an increasingly solid footing.

Practical experience across Điện Biên province illustrates that the role of a Party cell secretary does not stop at issuing resolutions or presiding over meetings, but is manifested in the ability to master local conditions, accurately forecast developments, and organize task execution with concrete results. This also marks initial transformations strictly aligned with the spirit of Directive No.50-CT/TW dated July 23, 2025, of the Secretariat on continuing to innovate and elevate the quality of Party cell activities in the new era.

Across Điện Biên province, the contingent of Party cell secretaries is clearly affirming its role as the core uniting solidarity and awakening the sense of responsibility of each Party member. Elevating the caliber of grassroots-level cadres and bringing into play the pioneering, exemplary vanguard of heads will make important contributions to embedding Party guidelines into life; consolidating public trust in the Party, and helping maintain political security, social order and safety, and sustainable local socio-economic development.
