From listening to action for the people

ĐBP - Identifying citizen reception, direct dialogue, and the settlement of complaints and denunciations as routine responsibilities, Điện Biên province places strong emphasis on heightening the accountability of agency heads, proactively grasping grassroots-level realities, and promptly settling issues right at the local level.

Through these measures, the legitimate rights and lawful interests of citizens are protected, emerging bottlenecks are untangled, public trust is reinforced, and social consensus is forged.

A direct dialogue session between the Chairman of the Nậm Kè commune People’s Committee and residents of Huổi Lụ village demonstrated a receptive, approachable spirit that listens to and respects the public’s voice. During the dialogue, the thoughts, aspirations, and petitions of the people were discussed candidly and absorbed with earnest commitment. On that basis, commune leadership directly addressed matters falling within their jurisdiction while recording issues requiring examination and resolution in the coming period.

Nguyễn Tiến Thành, Chairman of the Nậm Kè commune People’s Committee, shared: “The commune has focused on promoting grassroots democracy and emphasizing the responsibility of agency heads in receiving and resolving citizens’ petitions. Through this, we promptly grasp grassroots aspirations, proactively untangle difficulties and bottlenecks, and safeguard the lawful rights and legitimate interests of the people, contributing to strengthening trust and cementing close ties between local government and the public.”

“All opinions and recommendations from villagers were listened to, received, and answered in detail by the Chairman of the commune People’s Committee. Matters that could not be resolved immediately were also recorded for future examination and handling. Through this, our villagers gained a clearer understanding of administrative guidelines and problem-solving approaches, reinforcing trust and consensus,” said Chảo Ton Diết, head of Huổi Lụ village.

Residents of Thanh An commune petition the Party and State for support mechanisms and policies to develop production and elevate incomes.

In early October, Sáng Nhè commune organized a 2026 dialogue conference between the Chairman of the commune People’s Committee and local youth. In a democratic, open, and responsible atmosphere, Youth Union members and young people candidly voiced their thoughts, aspirations, difficulties, and bottlenecks, while proposing practical initiatives seeking answers and support from the Chairman and local leadership. Several issues raised included: employment opportunities, vocational training, support for youth in economic development and entrepreneurship; agricultural production expansion; community-based tourism development capitalizing on local cultural heritage and scenic landscapes; and active participation in socio-economic growth and environmental protection.

Phạm Ngọc Điện, Chairman of the Sáng Nhè commune People’s Committee, affirmed: “Youth Union members and young people constitute a vital force in local development. Therefore, listening to their aspirations, promptly resolving hurdles, and creating conditions for youths to take part in socio-economic development are vital tasks. Through direct dialogue, the People’s Committee leadership grasps legitimate proposals from young people while helping them understand local guidelines and orientations, promoting the role and responsibility of youth in building an administration that is close to the people, responsive to the grassroots, and devoted to serving the public.”

Recognizing dialogue, citizen reception, and the handling of petitions and reflections as central missions, the provincial Party Committee, the provincial People’s Council, and the provincial People’s Committee have recently intensified leadership and guidance, directing all administrative tiers and sectors to synchronously deploy solutions to enhance operational quality and efficacy. In particular, priority is placed on leveraging the role and direct responsibility of Party committee and government heads to conduct citizen receptions, organize direct dialogues, and listen to public aspirations. Simultaneously, high responsibility is required in absorbing and processing petitions, resolving emerging problems right from the grassroots. Departments and localities have progressively innovated citizen reception methodologies, heightened direct, transparent dialogues in resolving matters under their competence, and prioritized inter-agency coordination so that legitimate public petitions are never subjected to undue delays.

Realities indicate that conducting democratic, public, and transparent dialogues creates conditions for citizens to voice their thoughts, aspirations, and petitions while receiving prompt answers. Consequently, numerous difficulties and bottlenecks are settled directly at the grassroots, curbing the formation of complex hotspots and protracted litigation. 100% of commune-level administrations maintain scheduled citizen reception timetables conducted by Chairmen of People’s Committees, steadily turning citizen reception into an effective bridge between government and the people, facilitating the prompt handling of petitions and safeguarding citizens’ lawful rights.

During the first nine months of the year, citizen reception, dossier processing, and the settlement of complaints and denunciations across the province were conducted rigorously in full compliance with regulations. State bodies and sectors across the province conducted 1,200 citizen reception sessions with 1,370 individuals, including 8 mass delegations comprising 71 citizens; received and processed 1,547 petitions across 1,547 cases, of which 1,442 dossiers were eligible for handling. Authorities resolved 100 out of 107 complaints under their jurisdiction, achieving 93.46%; and settled 17 out of 24 denunciations, reaching 70.83%. Directives continue to guide departments and localities to review, classify, and concentrate on resolving matters within their authority - particularly complex, protracted cases - curbing mass complaints and bypass-level petitions.

Every petition that is heard and every case that is settled promptly, thoroughly, and lawfully not only protects the legitimate rights and interests of the people, but exemplifies the dedication and service efficiency of the administration. Through practical deeds at the grassroots level, public trust is nurtured and social consensus is steadily consolidated. This serves as the cornerstone for Điện Biên province to continue building an administration close to the people, attentive to grassroots concerns, and dedicated to the public good, leveraging the power of great national unity to propel the locality forward in stable and sustainable development.
