According to the plan to implement Directive No.45-CT/TW, dated April 14, 2025, of the Politburo on party congresses at all levels toward the 14th National Party Congress, issued by the Party Committee of the provincial People’s Committee, grassroots congresses should not last more than 2 days and must be completed before June 30, 2025. The grassroots party congresses will focus on 4 key areas: reviewing the implementation of the 2020-2025 Party Congress resolution, setting goals, tasks, and solutions for the 2025-2030 term; discussing and providing feedback on the draft documents of the 14th Party Congress and the provincial People’s Committee’s Party Congress documents; electing the party committee and leadership positions for the 2025-2030 term; electing delegates to higher-level congresses.
For party cells facing challenges in preparing personnel, with the approval of the competent authorities, the congress will focus on 3 areas and not elect a new party committee. For merged, combined, or newly formed party cells according to the central Party’s resolutions on administrative restructuring, the congress will focus on 2 areas and will not elect a new party committee or delegates to higher-level congresses. The Standing Committee of the Party Committee of the provincial People’s Committee will appoint the party committee, the Standing Party Committee, the secretary, deputy secretary, the inspection committee, and the head and deputy head of the inspection committee for the new term and allocate the number of delegates to attend the provincial People’s Committee’s Party Congress.

Nguyễn Văn Đoạt, Standing Deputy Secretary of the Party Committee of the provincial People’s Committee, shared: “The Party Committee currently has 37 subordinate party cells with over 3,820 party members. In organizing the grassroots congresses, the Party Committee selected the Department of Justice Party Committee to hold the pilot congress. In late April, the Department of Justice Party Committee successfully held its congress for the 2025-2030 term. After completing the pilot congress, the Party Committee of the provincial People’s Committee organized a debriefing for other party cells to learn from the experience. To date, 17 out of 37 grassroots party cells have successfully held their congresses, with the remaining party cells rushing to complete preparations for their congresses in June. Of the 37 grassroots party cells, 26 have held congresses with 4 areas of focus, and the others, being newly established or merged, have focused on 2 areas.”
The Party cell of the Department of Foreign Affairs successfully held its congress for the 2025-2030 term in late May. With the theme “Promoting the spirit of solidarity, democracy, discipline, exemplary leadership, and responsibility of party members; building a clean and strong Party cell; achieving the political tasks,” the congress honestly assessed the results of the past term, identified shortcomings and limitations, and set goals, tasks, and solutions for the upcoming term. The congress also discussed and contributed feedback on the draft documents of the higher-level congress and elected the 10th Party Committee of the Department of Foreign Affairs for the 2025-2030 term, including 5 members, and elected the secretary and deputy secretary of the Party cell, as well as delegates to the provincial People’s Committee’s Party Congress for the 2025-2030 term. The congress received strong support from participants and successfully completed all scheduled activities.
Focusing on urging and directing the grassroots congresses, nearly half of the party cells directly under the Party Committee of the provincial People’s Committee have held their congresses for the 2025-2030 term. In the coming days, the remaining party cells will continue to hold their congresses, ensuring that grassroots congresses proceed on schedule and successfully.
