The provincial Party Organization comprises 51 subordinate party organizations (45 commune and ward party organizations; the Party Organization of the provincial Party Agencies; the Party Organization of the provincial People’s Committee; the Party Organization of the provincial People’s Council; the Party Organization of the Vietnam Fatherland Front and provincial Mass Organizations; the Party Organization of the provincial Police; and the Party Organization of the provincial Military Command); 792 grassroots party organizations; and 51,703 Party members.
Consequently, inspection and supervision demand comprehensive coverage and strenuous endeavor. Concretizing central guiding viewpoints, the provincial Party Organization issued Resolution No.08-NQ/TU on renovating and elevating the validity and efficacy of Party inspection, supervision, and discipline enforcement in the new situation, centering on issuing warnings and preventing violations early and from afar, thereby contributing to maintaining discipline and order while elevating the leadership capacity and fighting strength of Party organizations and members.
Over recent times, regular supervision across the Party inspection sector of Điện Biên province has been progressively renewed, focusing on core priorities and sensitive areas linked to power control, anti-corruption, waste prevention, and negative phenomenon eradication, actively advancing the locality’s political tasks. Party committees, Party organizations, and inspection commissions at all levels have steadily shifted from passively handling violations to proactively grasping conditions, preventing risks, and issuing early warnings. Supervision contents have concentrated on sensitive sectors prone to misconduct; prominent issues attracting public attention; the accountability of leadership heads; and the execution of key political missions. Through supervision, Party committees identify shortcomings in leadership, direction, and practical execution, promptly issuing reminders, rectifying deviations, and requesting remedial action to keep minor oversights from compounding into severe infractions.
From the beginning of the 2025-2030 tenure to date, Party committees, Party organizations, and advisory bodies assisting Party committees have inspected 1,442 Party organizations and 724 Party members, including 300 Party committee members; and conducted thematic supervision over 233 Party organizations and 551 Party members, with 207 being Party committee members. Inspection commissions across all levels have inspected 1,247 subordinate Party organizations regarding inspection, supervision, Party discipline enforcement, and budget revenues and expenditures; and carried out thematic supervision over 101 Party organizations and 122 Party members, including 80 Party committee members.
Inspection commissions at all levels have stepped up regular supervision, proactively staying abreast of the situation among Party organizations and members, especially Party committee members, principal leaders, and deputy leaders, centering on power control and anti-corruption and anti-negativity across all fields. The Standing Board of the provincial Party Committee’s Inspection Commission held working sessions with 11 Party organizations to assess leadership, direction, and task implementation following the Party congresses at all levels for the 2025-2030 tenure.
Following these sessions, notices of findings were issued, requesting relevant Party organizations to implement corrective actions. Eleven regular supervision teams were established, focusing primarily on supervising: the operational performance of the two-tier local governance model; the management and use of headquarters and public assets; the execution of the Digital Transformation Project across Party agencies and the Party inspection sector; the realization of Notice No.81-TB/TW, dated July 18, 2025, on the Politburo’s conclusion regarding investment policy for school construction in border communes; leadership, guidance, and implementation of Politburo Resolution No.57-NQ/TW, dated December 22, 2024; leadership, direction, handover, management, utilization, arrangement, disposal, and commercial exploitation of surplus real estate and office premises resulting from administrative apparatus and unit reorganizations; the rollout of national target programs; the procurement and installation of equipment at multi-level ethnic boarding schools; double-digit economic growth... Following regular supervision, the provincial Party Committee’s Inspection Commission reported to and advised the Standing Board and the provincial Party Standing Committee to direct Party organizations in promoting achievements while promptly rectifying, remediating, and overcoming deficiencies and shortcomings.
Nevertheless, alongside achieved results, the supervision of the implementation of central and provincial Party Committee resolutions and directives has at times and in certain places lacked focus. A number of Party committees, cadres, and Party members have not attached adequate importance to regular supervision, leading to superficial grasp of local realities and delayed handling of certain matters. The perception of some Party committees and organizations regarding the standing and role of regular supervision remains incomplete. Analytical quality, synthesis, forecasting, and hazard identification capabilities are still limited.
Meanwhile, certain post-supervision conclusions and recommendations remain generalized, without explicitly defined deadlines or assigned accountabilities. Following up and urging remediation of shortcomings post-supervision have occasionally lacked decisiveness. Digital transformation in inspection and supervision has received attention but has not fully met operational demands. The digitization of dossiers and archives, the establishment of shared databases, and inter-agency information sharing remain unsynchronized.
To elevate the efficiency and quality of inspection and supervision, it is imperative to accelerate communication; renew organizational methods; and pivot the focal point from inspecting suspected violations to regular supervision, prevention, and early warning. It is crucial to construct an effective supervision mechanism capable of sounding early alarms and preventing violations right from the grassroots, preventing minor errors from accumulating into grave offenses. Systematic, practical, and feasible regular supervision methodologies must be perfected to facilitate field cadres throughout implementation, institutionalizing regular supervision into routine discipline and binding specific duties to each cadre involved in monitoring and data processing.
In addition, proactively grasping developments among Party organizations and members - particularly Party committee members, leadership heads, and deputy heads - is paramount. Focus must be placed on controlling power and preventing corruption and negativity; managing, receiving, and utilizing public office premises, land, finances, public assets, works, and investment projects following administrative reorganizations; managing and operating schools after consolidation and mergers, particularly the procedures and quality of food supplies, equipment procurement, and support regimes and policies for students at multi-level boarding schools; and realizing tasks and solutions driving provincial GRDP growth...
The contingent of inspection cadres must continue elevating capacity, mastering legal regulations, working professionally, and utilizing digital technology effectively to satisfy mission requirements. Close coordination between Party inspection and supervision and State inspection, investigation, prosecution, and adjudication must be executed soundly; bringing into play the supervisory and social feedback role of the Vietnam Fatherland Front and socio-political organizations, alongside the oversight role of the media, the press, and the people over Party inspection and supervision.
Under the motto that supervision must be proactive, regular, profound, substantive, and effective, supervision activities contribute to controlling power, preventing corruption, waste, and negativity, elevating the leadership capacity and fighting strength of Party organizations, and building a clean, strong provincial Party Organization capable of meeting task requirements in the new situation.
