Under the two-tier local government model, communal police have assumed a more critical role in ensuring public security and traffic safety. Despite early challenges related to manpower, infrastructure, and equipment, local police units across the province are implementing a range of measures to reduce traffic accidents and achieve progress in all three key safety criteria: reducing the number of accidents, fatalities, and injuries.
According to statistics, the first half of 2025 recorded 42 traffic accidents across the province, resulting in 15 deaths and 41 injuries, down 7 cases and 17 injuries compared to the same period in 2024. The incidents damaged 24 cars, 42 motorbikes, 1 electric scooter, and 2 bicycles, with estimated property damage exceeding VND 1 billion.
Authorities have taken a comprehensive and determined approach to promoting traffic safety, gradually improving public awareness and compliance with traffic laws. The traffic police have intensified legal education and outreach efforts, conducting sessions at 5 conferences, 102 schools, and 75 residential areas, reaching nearly 78,700 people. Over 11,000 leaflets and informational materials were distributed, and nearly 29,400 drivers were reminded to strictly follow road traffic regulations. Provincial police also directed and coordinated with other units to produce four TV features, develop six “Safe school gate” models, and deliver direct communication campaigns at 6 agencies, 111 schools, and 114 residential clusters, reaching nearly 63,000 people.

The traffic police have maximized personnel and resources to implement safety measures, including increased patrols and enforcement focused on high-risk violations. More than 18,000 offenses were detected; over 17,600 violation reports were filed; more than 2,500 vehicles were temporarily impounded; 387 driver’s licenses were suspended; and 393 drivers received demerit points.
Despite these efforts, violations of traffic regulations continue, posing ongoing risks and complicating local traffic conditions. In response, after completing the reorganization under the two-tier system, communal and ward police forces have partnered with local authorities to intensify enforcement and promote awareness through public campaigns and safety pledges.
In Mường Tùng commune, police launched a peak campaign in early July, conducting awareness drives and encouraging businesses and residents along National Highway 12 to sign traffic safety pledges. The campaign focused on raising awareness among shop owners about the dangers of occupying sidewalks and roadways, relevant legal regulations, and the shared responsibility for creating orderly and civilized communities.
To increase outreach effectiveness, the commune police deployed various measures, such as distributing leaflets, encouraging strict compliance, and organizing commitment-signing sessions with business households to prevent the re-encroachment of road safety corridors. According to local police leadership, these efforts have initially received strong support from the community, with most businesses pledging to comply and work with law enforcement to maintain order and safety along the road.
Following the motto “Every citizen is a traffic safety advocate”, police in Quài Tở commune dispatched teams to visit each household and business to promote road safety. Outreach efforts focused on educating people about the road traffic law and Decree No.168/2024/ND-CP, which outlines administrative penalties for traffic violations, including deductions and restoration of driving license points.
The police also emphasized preventive behaviors, such as avoiding driving under the influence of alcohol or drugs, not allowing unlicensed individuals to operate vehicles, and parking only in designated areas. In addition to household-level commitments, individuals were encouraged to educate family members and prevent violations of traffic safety regulations.
The reality shows that curbing traffic accidents requires the active involvement of the entire political system, particularly local governments. With an intimate understanding of their communities and roadways, communal police are proving to be vital partners in local traffic safety. From legal education and awareness campaigns to on-the-ground enforcement, their efforts are gradually improving safety on rural roads across Điện Biên province.
