Điện Biên strengthens comprehensive co-operation with three northern Lao provinces

ĐBP – Leaders of Điện Biên Province and three northern provinces of Laos, including Phongsaly, Oudomxay, and Luang Prabang held talks on Wednesday (December 25).

Attendees from Lao delegation included Khamphoy Vannasane, member of the Central Committee of the Lao People's Revolutionary Party, Secretary and Governor of Phongsali Province; Khamkhan Chanthavisouk, member of the Central Committee of the Lao People's Revolutionary Party, Secretary and Governor of Luang Prabang Province; and Bounkhong Lachiemphon, alternate member of the Central Committee of the Lao People's Revolutionary Party, Secretary and Governor of Oudomxay Province, along with representatives of delegations from the Party and government of the three northern Lao provinces.

Attendees from Điện Biên Province included Trần Quốc Cường, member of the Party Central Committee and Secretary of the Provincial Party Committee, as well as provincial leaders, district and city leaders, and representatives from various provincial departments and agencies.

During the meeting, Secretary Cường emphasised that the cooperative and friendly relations between Điện Biên Province and the three provinces of Phongsali, Luang Prabang, and Oudomxay have continuously been strengthened and achieved positive results, particularly after the parties organised meetings and signed memorandums of understanding.

The parties have regularly exchanged information and updates, promoting and facilitating cooperation in various fields. From 2022 to 2024, Điện Biên’s departments and sectors welcomed and worked with 69 delegations from the three Lao provinces. Additionally, Điện Biên sent 68 delegations to work and exchange experiences with its Lao counterparts.

In the spirit of solidarity, special friendship, mutual trust, and understanding, Điện Biên Province and the three northern Lao provinces exchanged information about the situation and outcomes in socio-economic development, national defence and security, and political system building in each province over the past period.

They also jointly assessed the results of cooperation from 2022–2024 and outlined directions for the special friendship and comprehensive cooperation between Điện Biên and the three northern Lao provinces for the 2025–2027 period.

The leaders of the three northern Lao provinces affirmed that the achievements of the past period have significantly contributed to the overall success of each province in economic development, ensuring national defence and security, and maintaining stability and peace along their shared border.

During this series of meetings, delegations from Điện Biên and the three northern Lao provinces signed a memorandum of cooperation for 2025–2027. These included strengthening friendship and political system building; economic development and investment cooperation; trade and services; industry, construction, and transportation; agriculture and forestry; education, training, healthcare, culture, society, and tourism; digital transformation and communications; coordination in national defense, security, and judicial activities; and people-to-people diplomacy.

Secretary Cường proposed that to make cooperation more practical, effective, and beneficial to the development of Điện Biên and the three provinces. All parties should continue to strengthen friendship, creating favourable conditions to expand and improve the effectiveness of cooperation in various fields.

They need to promote and facilitate organisations, businesses, and individuals in cooperation and investment activities, economic development, and the expansion of tourism cooperation; and enhance the direction of functional forces to improve the effectiveness of joint activities.

In the afternoon, delegations from the three northern Lao provinces visited several historical sites in Điện Biên Phủ City, including the Điện Biên Phủ Victory Museum and A1 Hill.
