At this juncture, agencies and units are focusing on intensive drills and finalizing preparations, ready for the official exercise.
Clearly recognizing the significance of the mission, leadership, guidance, and preparatory tasks for the exercise have been implemented early, rigorously, and synchronously. The provincial Military Command, in its role as the standing executive body, has proactively advised the provincial Party Committee and provincial People’s Committee on issuing directing and guiding documents, establishing the Steering Committee, the Organizing Committee, and assisting organs for the exercise.
Simultaneously, assignments were allocated to each Steering Committee member, agency, and unit under a concrete guideline: clear personnel, clear tasks, clear timelines. Among these assignments, military forces play the core role in advisory work and organizing exercise components; the police force safeguards political security, social order, and safety; the Border Guard oversees border-related components; and departments, boards, and sectors participate in formulating logistical, technical, economic, and social assurance plans when the locality transitions into defense postures.
Grounded in directives from the Military Region 2 Exercise Steering Committee, Điện Biên province has proactively developed a synchronized system of guiding, directing, and operational documents, ensuring consistency from the provincial tier down to the grassroots. Functional agencies surveyed field sites, finalized rehearsal programs, and agreed upon schemes, live-action combat contents, and situational handling scenarios tailored closely to local topographic traits and mission requirements. Scenarios were studied and constructed from potential real-world occurrences, honing coordinated operational capabilities and crisis handling across forces. Engineering works serving the exercise have been executed on schedule, ranging from simulated combat bases, fortifications, and combat emplacements to training grounds and live-action drill areas. Physical logistics and infrastructure preparations have been carried out meticulously, suited to local terrain, ensuring conditions for participating forces to drill and practice strictly in line with tactical intentions.
At this point, the armed forces alongside agencies and units across the province are entering the peak phase of practicing mechanism operation drills. With a serious and responsible mindset, forces strictly adhere to the schedule, fulfilling timing and content requirements, progressively elevating coordination and situational response capabilities, and aiming to conduct the exercise with high efficiency and absolute safety.
Speaking at the rehearsal opening on October 1, Secretary of the provincial Party Committee Trần Tiến Dũng emphasized: “Drilling assigned contents according to plan is a focal task, requiring participating forces, agencies, and units to strictly observe training schedules, ensuring full attendance and dedicated time. Every participating cadre must adhere closely to their duties, proactively research, supplement, and adjust contents, promptly draw lessons, and elevate rehearsal quality.”
Across provincial departments, boards, and sectors, preparatory drills are conducted regularly, focusing on mechanism operations and handling simulated scenarios under defense postures aligned with sectoral mandates. Lê Thanh Bình, Deputy Head of the provincial Party Committee’s Organization Commission, stated: “To effectively serve the 2026 provincial defensive area exercise, the Commission coordinated with the provincial Military Command to compile documentation, designate specific functional roles, and organize rehearsals suited to specialized duties. Participating cadres and civil servants have upheld a high sense of responsibility, proactively researching, practicing, and coordinating in response to scenarios. To date, the commission is fundamentally prepared for the upcoming exercise. Through rehearsals, the exercise contributes to improving leadership, guidance, and command capacities, alongside joint coordination capabilities; it also reviews and refines schemes, ensuring that Party building, personnel management, and administrative apparatuses run smoothly, satisfying defense and security mandates and building a steadfast provincial defense zone.”
At the grassroots level, drills across various contents are being carried out concurrently, rigorously, and with high quality. Recently, exercise preparations have been conducted methodically and strictly by the Party committee and authorities of Mường Ảng commune. Tô Trọng Thiện, Secretary of the Mường Ảng commune Party Committee, stated: “Thus far, exercise preparations have fundamentally adhered to the projected schedule, with planned contents deployed strictly as required. The commune organized training, orientation, and drills for participating groups, in which Cadre Framework A completed 7 rehearsal sessions and Cadre Framework B finished 4 sessions. In the coming days, the commune Party Committee will focus on reviewing and finalizing documentation, stepping up rehearsals, and strengthening joint coordination among forces, especially on contents that have not yet reached full fluency. The Party Committee’s stance is substantive preparation, ensuring mastery at every step, promptly absorbing and rectifying feedback from higher echelons, and striving to accomplish the exercise mission successfully with absolute safety.”
Regarding live-action combat components, operational forces have proactively drafted plans and organized training and rehearsals by content and phase. Standing armed units, militia and self-defense forces, reserve mobilization troops, and relevant components have been fully mobilized, guaranteeing required headcounts and quality. Rehearsal priorities center on elevating field coordination and real-world tactical responses, forging resolve, willpower, and command unity. Operational schemes are reviewed, supplemented, and rehearsed repeatedly, steadily advancing operational mastery.
Under the close leadership and guidance of the provincial Party Committee and provincial People’s Committee, together with the responsible engagement of agencies, units, and localities, preparations for the 2026 provincial defensive area exercise are progressing on schedule and in accordance with set requirements. This forms an essential foundation for the exercise to unfold safely and attain established goals, contributing to enhancing leadership, guidance, and administrative capacity while consolidating the all-people national defense posture tied to the people’s security posture.
