During this period, the Criminal Judgment Execution Department of the Provincial Police Department carried out prison sentences for over 3,700 inmates.
After the court rulings, the department completed all necessary procedures and transferred 3,500 inmates to prison facilities under the Ministry of Public Security, while directly managing and educating 215 inmates held at the provincial detention centre.
The enforcement of prison sentences and the management, detention and education of inmates were conducted in strict accordance with regulations. The department commended 65 inmates for their compliance with detention facility rules. Inmates were provided with adequate food, sleep, living conditions, and medical care as stipulated. Detention facilities were equipped with public address systems, and each collective cell had a television.
The Provincial Detention Centre also collaborated with the provincial library to borrow books and organise reading activities for inmates, serving both entertainment and legal education purposes.
From October 1, 2021, to September 30, 2024, the department recommended early conditional release for 25 inmates. During this period, 12 inmates at the detention centre were granted presidential amnesties. The department also issued certificates of sentence completion and amnesty recognition for 146 inmates.
At the working session, several issues were clarified, particularly regarding the supervision and education of individuals on probation, those sentenced to non-custodial reform, and individuals under surveillance sentences.
On behalf of the supervisory delegation, Giàng Thị Hoa, member of the Provincial Party Standing Committee and Vice Chairwoman of the Provincial People's Council, praised the achievements of the department.
She highlighted their effective state management role in criminal judgment enforcement, which contributes to preventing and managing offenders, ensuring security at detention facilities, and maintaining public order, thereby supporting local socio-economic development.
She urged the department to focus on post-release support, including employment, vocational training, and educational programs, to facilitate the reintegration of former inmates into society.
Additionally, she emphasised the need to expand community reintegration models, particularly the successful initiative implemented by the Police Department of Điện Biên Đông District.
