Ten B is home to 100 households comprising four ethnic groups: Kinh, Thái, Lào, and Tày, with the Kinh and Thái people forming the majority. In the past, most households relied on agriculture, but limited access to scientific and technological applications resulted in low economic returns.

Over the past decade, since initiating the new rural development program, Ten B has undergone a remarkable transformation. Many families have proactively shifted their livelihoods to sectors such as retail, food services, and mechanical repair. At the same time, locals have embraced technological advances in production, improving both yield and quality of agricultural products. As a result, living standards have steadily improved, and the rural environment has become increasingly vibrant.
In 2021, Ten B was honored by the provincial People’s Committee as a model new rural hamlet. Building on that success, the community boldly registered to develop a smart new rural village in 2022. To achieve this goal, the hamlet held multiple public meetings to disseminate policies and development strategies, encouraging residents to contribute resources toward fulfilling the criteria for SNR status.
Thanks to strong determination, community consensus, and existing infrastructure, Ten B successfully met all 6 out of 6 criteria for the 2021-2025 smart new rural village framework by the end of 2024.

Today, 100% of households in the hamlet have access to fiber-optic internet and 4G/5G mobile networks. High-speed Wi-Fi has been installed free of charge at the community cultural house, supporting information access, learning, and community engagement. Among working-age residents, 99.8% use smartphones, 97% have electronic payment accounts, and 100% of smartphone users have installed and actively use the “Dien Bien Smart” app.
These impressive achievements earned Ten B official recognition as a smart new rural hamlet in 2024. This not only marks a significant milestone for the community but also contributes to the former Thanh Xương commune being certified as a model new rural commune.
Previously, Ten B’s cultural house was used primarily for occasional community meetings and saw limited public engagement. Since the launch of the smart new rural model, the facility has been revitalized. Equipped with free high-speed internet, it has become a lively center for cultural, sports, and recreational activities.

Each afternoon, young people gather to play volleyball and badminton, browse the internet, or catch up on news. In the evenings, the space comes alive with music and singing, thanks to performances organized by the Women’s Union and the Elderly Association, creating a joyful and connected atmosphere.
Ngô Thị Ngân, Party Cell Secretary of Ten B, shared: “Since the community cultural house was equipped with internet, public activities have become more frequent and have drawn wide participation. This space not only enriches our cultural life but also strengthens neighborhood bonds and spreads a spirit of solidarity. It has truly become a cultural-sports hub for our hamlet.”
The implementation of the SNR model has also driven fundamental changes in how the hamlet is governed and how residents interact. All villagers have been trained to access and use digital tools, facilitating a gradual digitization of local operations and significantly reducing both time and cost for public administration.
Quàng Văn Mứng, Head of the Fatherland Front Working Committee of Ten B, said: “Previously, we relied on loudspeakers to broadcast announcements, which were ineffective in reaching all households due to the dispersed layout of the village. Party members had to go door to door to inform residents. Now, thanks to IT applications, our local associations and organizations have created Zalo groups that connect with 100% of households. All notifications and plans are communicated quickly and accurately through these platforms. This not only enhances management efficiency but also ensures residents stay informed and actively engaged.”

Digital technology has also made communication and commerce more convenient, while reducing risks in daily life and economic development. Nguyễn Bá Hưng, owner of a local grocery store with over a decade of experience, was one of the first to embrace digital transformation. In the past, transactions and bookkeeping were done manually, which was time-consuming and error-prone. Since the rollout of the SNR model, he has integrated digital tools into every stage of his business operations. “Now, all inventory tracking is done by computer. Cashless payments help me manage finances more quickly, accurately, and securely than ever before,” shared Hưng.
The new rural development movement has breathed fresh life into Ten B, helping to comprehensively reshape this once-quiet village. Socioeconomic infrastructure has been upgraded in a modern, coordinated manner, and both the material and cultural well-being of residents have markedly improved, visible in every road, home, and communal space.
Ngô Thị Ngân emphasized: “In the coming time, the hamlet will continue improving the quality of its SNR criteria while mobilizing additional social resources to install more modern equipment at the cultural house and other key community hubs. We will also expand efforts to guide residents in effectively using digital platforms in their daily lives, gradually building a modern, civilized community in line with the goals of the smart new rural model.”
