The ceremony was attended by Trần Quốc Cường, Member of the Party Central Committee and Secretary of the Provincial Party Committee; Lieutenant General Khuất Việt Dũng, Secretary of the Party Central Committee of the Việt Nam Veterans Association (VVA) and Vice Chairman of the VVA; along with members of the Provincial Party Standing Committee, provincial leaders, and representatives from local departments and organisations. War veteran leaders from Sơn La, Lai Châu, and Lào Cai provinces were also present. Additionally, 180 delegates represented nearly 19,000 veterans from across the province.

During the 2019-2024 period, the “Exemplary War Veterans” movement gained notable momentum, becoming increasingly aligned with the association's core political mission and the province's socio-economic development objectives. The association successfully united and motivated former soldiers to uphold the spirit and traditions of the Hồ Chí Minh soldiers, actively participating in building and protecting the Party, government, and people, as well as combating bureaucracy, corruption, and social issues.

The association also prioritised maintaining strong and transparent organisational structures while promoting the study and implementation of Hồ Chí Minh's ideology, ethics, and style. Over the past five years, 2,386 new members were recruited, bringing the total number of veterans in the province to 18,998—an increase of 1,264 since 2019—spread across 158 grassroots organisations and 1,287 subcommittees.

As part of the *“Nationwide Effort to Build New Rural Areas”* initiative, veterans contributed significantly to rural development by voluntarily donating 107,075 square metres of land, 7,800 workdays, and over VNĐ2.8 billion.

For the 2024-2029 period, the association has set eight key goals and five strategic measures to further promote the movement. These include ensuring that over 95 per cent of grassroots associations demonstrate strong performance annually, raising the stable income rate among veteran households to over 65 per cent, reducing poverty by 2-3 per cent each year, and recruiting 300-350 new members annually.
