Nearly 260 delegates, including veterans, former police officers, and former youth volunteers, who were historical witnesses and participated in the struggle and combat contributing to the victory of Spring 1975, attended the meeting.

At the start of the meeting, Mùa A Vảng, Alternate Member of the Central Party Committee, Member of the Standing Board of the provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province, recounted the historical significance of the great victory of Spring 1975. Fifty years ago, on April 30, 1975, under the wise leadership of the Communist Party of Vietnam, with unwavering fighting spirit, bravery, and deep patriotism, our army and people achieved the historic Spring victory, ending the arduous yet glorious anti-American resistance war and reunifying the country.

During those heroic years, thousands of young people from Điện Biên volunteered to join the military, fought, and served on the front lines. Many of them heroically fell and sacrificed their lives on the Southern battlefields, contributing to the great victory. After the war, Điện Biên took in and cared for thousands of wounded and sick soldiers returning from the front. They have become exemplary citizens, contributing to building the homeland. Although they are now elderly, they remain shining examples for the younger generation to follow.
Mùa A Vảng emphasized: “Today’s generation will forever remember the contributions and sacrifices of war veterans, former police officers, and former youth volunteers who, despite difficulties and dangers, bravely went to the front lines; and the contribution and sacrifices of the people in the fight against the U.S. for national liberation.”

On behalf of the historical witnesses in the area, war veteran Phạm Thanh Tịnh (a soldier of Company 14, Regiment 148, Division 316A, now living in Thanh Bình ward, Điện Biên Phủ city) shared his memories of the war. He affirmed that each war veteran, former youth volunteers will always set an example, continue to be role models for their children and grandchildren; actively contribute to building a strong local political system, participate in patriotic movements, and work towards building a prosperous homeland; fight against false ideologies, contribute to anti-corruption efforts; and actively educate their children and the younger generation for the development of the country. He also suggested that the provincial authorities continue to pay attention to the lives of war veterans, youth volunteers, and those who participated in the anti-American resistance war, especially in the mountainous and border areas where people still face many difficulties.

In response to war veteran Phạm Thanh Tịnh’s suggestion, Secretary of the provincial Party Committee Trần Quốc Cường affirmed that the achievements of the Party Committee, government, and people of Điện Biên province were partly due to the contributions of the war veterans and former youth volunteers, contributing to the great successes of the renewal process and bringing the country to new heights, with a strong position in international integration and cooperation.

Secretary Trần Quốc Cường suggested that all levels of the Party Committee, authorities, and departments in the province continue to focus on the following tasks: Strengthening dissemination on the significant sacrifices and contributions of those who contributed to the revolution, thereby fostering patriotism, promoting the tradition of “Drinking water, remembering its source” and “Gratitude to those who plant trees,” and the spirit of national solidarity; continue to fully and effectively implement preferential policies for those who have contributed to the revolution, improve the material and spiritual lives of these people and their families; continue to review and research practical support mechanisms, create favorable conditions, and promote the role of people with merit, war invalids, sick soldiers, and families with revolutionary backgrounds, especially in production, business, family economies, and collective economies; and pay special attention to building, upgrading, and maintaining war cemeteries, ensuring they are well-kept, clean, and reflect the sacredness and respect for the fallen, turning them into “red addresses” to educate future generations on revolutionary traditions.

Secretary Trần Quốc Cường hopes that war veterans, former police officers, and former youth volunteers will continue to promote the qualities and traditions of the “Uncle Hồ’s soldiers,” leading the way in maintaining political security and social order at the grassroots level; acting as a core force in building a united people, promoting cultural life in local communities; and serving as role models for families, Party organizations, and local authorities.
