The delegation inspected the site clearance implementation for the Huổi Phạ Urban, Commercial, Tourism, Service, and Golf Course Area and Adjacent Areas Project; the progress of compensation and site clearance tasks for the Northwest Urban, Resort Tourism, and Sports Services Area Phase 1 Project in Điện Biên Phủ ward (within Thanh Nưa commune); and the status of compensation and site clearance implementation for the Mường Thanh A Urban Residential Area Project in Điện Biên Phủ ward.

During the on-site inspection, representatives of project developers, construction contractors, and localities reported on project implementation progress, compensation, support, resettlement, and site clearance. They also discussed difficulties and bottlenecks concerning documentation, land origins, compensation and support plans, and public mobilization for site handover.

The Huổi Phạ Urban, Commercial, Tourism, Service, and Golf Course Area and Adjacent Areas Project carries an estimated total investment exceeding VND 1,757 billion, with a land-use scale of roughly 108.83ha. Site clearance for the project is currently being deployed with focused attention.

Regarding the Northwest Urban, Resort Tourism, and Sports Services Area Phase 1 Project in Điện Biên Phủ ward (within Thanh Nưa commune territory), the land acquisition scope encompasses approximately 69.5ha across 277 affected cases. To date, property surveys and inventories have been completed for 274 out of 277 cases, reaching 98.9%. Twenty-six compensation plans have been approved for 120 households and 2 organizations.

The Mường Thanh A Urban Residential Area Project involves acquiring nearly 5ha of land affecting 146 cases in Điện Biên Phủ ward. Cadastral surveys and inventories have been conducted for 145 out of 146 cases; multiple compensation plans have been posted publicly and approved. Handed-over land currently exceeds 2ha. In the coming period, units will continue finalizing dossiers, resolving bottlenecks, and formulating plans for eligible cases.

Following the field inspections, Chairman of the provincial People’s Committee Lê Văn Lương demanded provincial departments, sectors, localities, and related entities to focus intensely, proactively coordinate to resolve difficulties, and accelerate project implementation progress. Compensation and site clearance must be identified as focal tasks requiring decisive resolution for each specific issue and case, ensuring statutory compliance, publicity, transparency, and the harmonization of interests among the State, citizens, and businesses. The primary focus must be on delineating clear accountability and completion timelines for each task, while regularly inspecting, urging follow-through, and promptly reporting arising difficulties for handling to prevent disruptions to overall project timelines.

The provincial Land Fund Development Center must continue accelerating the formulation and finalization of compensation and support plans, coordinating closely with localities to mobilize cases that have yet to complete inventory procedures, and focusing on untangling difficulties arising during implementation. Site clearance must be carried out decisively and in accordance with statutory processes and procedures, creating conditions for key projects to secure cleared land early, expedite investment progress, and optimize development efficiency.
