Under the leadership of the Party organization, ethnic peoples across the locality have brought into play patriotic traditions and a spirit of solidarity, weathering diverse difficulties and hardships, and dedicating human and material resources to the cause of national liberation. In particular, during the 1954 Điện Biên Phủ Campaign, the shared will and joint efforts of ethnic communities contributed to forging the historic Điện Biên Phủ Victory that “resounded across the five continents and shook the earth.”

Following the Điện Biên Phủ victory, the assigned tasks centered on overcoming war consequences, restoring production, stabilizing the people’s livelihoods, and step-by-step rebuilding the homeland. Amid vast territorial expanses, difficult transportation, and material shortages, Party organizations stayed firmly rooted at the grassroots-level, consolidating the political system and mobilizing the people to unite, engage in production, and overcome hurdles.

After 77 years of establishment and growth, the Điện Biên provincial Party Committee has continuously expanded, leading ethnic communities in overcoming challenges and developing the homeland. As of June 30, 2026, the entire Party Committee comprises 51 subordinate Party committees with 51,703 Party members. Over the first nine months of 2026, GRDP expanded by 9.81%, with Q3 alone growing by 11.67%, laying the groundwork for green, smart, and sustainable development goals in the new tenure.

Affirming the role of the leadership core

Promoting the 77-year tradition of building and maturing, the provincial Party Committee focuses its leadership on executing socio-economic development tasks, progressively tapping local potentials and advantages.

During the first nine months of 2026, the gross regional domestic product (GRDP) reached VND 23,720.98 billion, up 9.81% year-on-year, exceeding the projected growth scenario by 0.12 percentage points. Điện Biên’s growth rate ranked 13th among all 34 provinces and centrally administered cities. In the third quarter of 2026 in particular, the province’s GRDP increased by 11.67%, achieving the set target and ranking 8th out of 34 provinces and cities. This outcome reflects positive economic momentum while providing a solid baseline for the province to continue rolling out solutions to boost production and business, tap resources efficiently, and elevate growth quality.

The year 2026 bears exceptional significance as the inaugural year implementing the Resolution of the 15th provincial Party Congress for the 2025-2030 tenure. The provincial Party Committee is focusing its leadership and resolute direction on socio-economic development tasks and solutions, striving to achieve double-digit growth. The targeted GRDP expansion for 2026 is 11.02%. Fulfilling growth objectives right from the tenure’s first year will generate the foundation and impetus for Điện Biên to realize the goals set out in the Resolution of the 15th provincial Party Congress.

In tandem with socio-economic development missions, Party building continues to be prioritized, elevating leadership capacity, militancy, and the caliber of cadres and Party members. Developing Party organizations and members is linked to building a steadfast political system from the grassroots-level up, particularly in remote, isolated, and ethnic minority areas.

As of June 30, 2026, the provincial Party Committee encompasses 51 subordinate Party committees with a total of 51,703 Party members. Between 2021 and the end of the first half of 2026, the entire Party Committee admitted 13,051 new Party members.

The 15th provincial Party Congress for the 2025-2030 tenure established the guiding motto: “Solidarity, democracy, discipline, innovation, development,” with the core objective of developing Điện Biên toward a green, smart, and sustainable direction, rising to become a fairly developed province in the region.

To realize that objective, the province set out multiple key targets, notably: an average annual economic growth rate of 10-11% during the 2026-2030 period; per capita GRDP striving to reach VND 115 million; total local budget revenue by 2030 striving to exceed VND 5,000 billion; total social investment capital in the 2026-2030 period reaching VND 231,000 billion; and welcoming over 8 million tourist arrivals between 2026 and 2030.

The 15th provincial Party Congress identified three strategic breakthroughs: perfecting mechanisms and policies to enhance provincial competitiveness; focusing on completing socio-economic infrastructure; and developing tourism into a spearhead economic sector with diversified forms. These orientations are of vital importance to untangle bottlenecks, unlock resources, and drive long-term growth.

Concurrently, the province directs the stepped-up application of modern science and technology in agriculture and forestry; expanding processing industries, services, and tourism; promoting the digital economy; and perfecting digital infrastructure. The sectors of healthcare, education, training, and human resource development continue to receive focused attention to improve people’s living standards and build the foundation for sustainable development. Socio-economic development tasks are constantly aligned with strengthening national defense and security, defending territorial sovereignty, and expanding foreign relations.

To accomplish the objectives of the 2025-2030 tenure, Điện Biên emphasizes innovating leadership methods and enhancing accountability and execution efficiency. At the 18th Conference of the Executive Board of the provincial Party Committee on October 2, Secretary of the provincial Party Committee Trần Tiến Dũng required clearly defining the person in charge, responsibilities, and completion deadlines for each task, eradicating attitudes of avoidance and shifting accountability. Regarding economic growth, the Secretary of the provincial Party Committee instructed innovative working methods, focusing on developing manufacturing and processing industries, commerce, services, and tourism; accelerating public investment projects, particularly key infrastructure, while stepping up the attraction of non-budget capital, FDI, and capable investors.

Alongside economic development, culture and tourism are identified as driving forces for sustainable growth. Closely adhering to central resolutions on cultural and tourism development, Điện Biên aims to shape its destination image with rich historical depth and vibrant ethnic cultural identities, linking heritage preservation with tourism development to create livelihoods and raise living standards. The people serve simultaneously as custodians safeguarding cultural values and beneficiaries of development achievements.
