21st Conference of the Điện Biên Provincial Party Executive Committee

ĐBP - The 21st Conference of the 14th Điện Biên Provincial Party Executive Committee (2020–2025 term) convened on October 8 to review and provide input on the detailed outline of the Political Report to be presented at the upcoming 15th Provincial Party Congress, as well as the Master Plan for Điện Biên Phủ City through 2045. The meeting was chaired by Trần Quốc Cường, Member of the Party Central Committee and Secretary of the Provincial Party Committee, alongside Mùa A Sơn, Standing Deputy Secretary of the Provincial Party Committee.

In his opening remarks, Secretary of the Provincial Party Committee Trần Quốc Cường stressed the importance of the detailed outline as a vital first step in preparing a high-quality Political Report for the 15th Provincial Party Congress, covering the 2025–2030 term. He urged the Provincial Party Executive Committee to thoroughly review the outline, focusing on the Congress's theme and motto, and to contribute feedback on its structure and content, especially on major strategic directions and key breakthroughs for the upcoming term. This input will help the Document Subcommittee refine the outline and build a solid foundation for drafting the detailed report.

Regarding the Master Plan for Điện Biên Phủ City through 2045, Secretary Trần Quốc Cường called on the Provincial Party Executive Committee to engage in active discussion and provide feedback, particularly on key aspects such as development projections, spatial planning, land use, infrastructure, environmental protection, regional connectivity, development cooperation, investment attraction, and resource mobilisation. This feedback will support the Provincial People's Committee in completing the necessary procedures for submission to the Prime Minister for approval.

The conference heard a summary presentation of the detailed outline of the Political Report for the 15th Provincial Party Congress (2025–2030 term). The proposed theme for the Congress is: “Enhancing the leadership capacity and combat strength of the Provincial Party Committee; promoting national unity; leveraging potential and advantages for socio-economic development; ensuring national defence and security; striving to make Điện Biên a moderately developed province in the Northern Midland and Mountainous Region.”

The proposed motto for the Congress is: “Solidarity – Discipline – Innovation – Development.” The detailed outline is structured into two main sections. The first section reviews the implementation of the 14th Provincial Party Congress Resolution (2020–2025 term), focusing on five key areas: the results of the three strategic breakthroughs, major programmes and projects, socio-economic development, national defence, security, and foreign affairs, and Party building and political system reforms. It also includes an overall assessment, analysis of causes, and key lessons learned.

The second section sets out the direction, objectives, tasks, and key solutions for the 2025–2030 term, divided into four main areas: situation forecasts, objectives, key strategic priorities and breakthroughs, and major tasks and solutions.

During the discussions, delegates provided feedback on the theme and motto of the Congress, the structure and layout of the detailed outline, and proposed additional content, such as an evaluation of digital infrastructure, improvements in human resource quality, breakthroughs in agriculture, as well as various targets and solutions for the 2025–2030 term.

For the Master Plan of Điện Biên Phủ City, Điện Biên Province through 2045, the planning scope covers the entire administrative area of Điện Biên Phủ City, with a total natural area of 306.58 km² and a population of 86,003 across 12 administrative units—comprising 7 wards and 5 communes.

Delegates provided feedback on several key aspects, including the construction of a corridor road connecting the Tây Trang and A Pa Chải border gates, the location and area of Điện Biên University, the site for the Provincial General Hospital, the protection of Pa Khoang Lake, and the development of agriculture within Điện Biên Phủ City. The conference also discussed the content of a video commemorating the 75th anniversary of the Điện Biên Provincial Party Committee.

In his closing remarks, Secretary of the Provincial Party Committee Trần Quốc Cường affirmed that, after a period of focused, serious, and responsible work, the conference successfully completed its agenda. Regarding the detailed outline of the Political Report for the 15th Provincial Party Congress, he urged the Document Subcommittee to incorporate feedback and finalise the outline, moving swiftly to draft the Political Report and other documents as scheduled.

As for the Master Plan for Điện Biên Phủ City through 2045, the Provincial Party Executive Committee generally agreed with the plan's content. Secretary Trần Quốc Cường requested that the Provincial People's Committee carefully consider the feedback provided at the conference and complete the plan with the utmost responsibility, preparing the dossier for submission to the Ministry of Construction and the Prime Minister for approval by the fourth quarter of 2024.

The Provincial Party Secretary also urged the Provincial Radio and Television Station to collaborate with the Provincial Party Propaganda Department to finalise the video for the seminar commemorating the 75th anniversary of the Điện Biên Provincial Party Committee, set to take place on the morning of October 9.
