Solid fulcrum for economic growth

ĐBP - Amidst abnormal weather developments, potential natural disasters, and crop or livestock disease risks, the province’s agriculture, forestry, and fishery sector maintains a positive growth momentum.

In the first six months of the year, this sector grew by 4.16%, surpassing the full-year target of 4% and continuing to affirm its role as the “fulcrum” of the economy, laying a vital foundation for the province to strive toward its annual GRDP growth target of over 11.02%.

Total food production in the first six months of the year is estimated at over 122.5 thousand tons.

This outcome stems from the combined effect of synchronously deployed solutions since the beginning of the year. Beyond directing winter-spring crop production and accelerating the seasonal crop planting schedule, the agricultural sector prioritized production restructuring toward value enhancement, developing key crop areas, controlling diseases, protecting forests, and efficiently exploiting fishery potential.

Despite suffering from natural disaster impacts, cultivation retained its role as the primary growth driver. The sector concentrated on directing the recovery of damaged acreage, rearranging seasonal crop structures, expanding high-yield and high-quality crop varieties, and applying technical advances to elevate production efficiency. Consequently, food production remained stable, with total six-month output estimated at over 122.5 thousand tons. Furthermore, converting low-efficiency crop areas to high-value, high-yield crops laid a foundation for sustainable growth.

Mường Nhà commune launches a pineapple planting campaign.

In Mường Nhà commune, honey pineapple is becoming a key crop in agricultural restructuring. From low-efficiency upland rice and corn cultivation land, the commune mobilized residents to switch to commercial pineapple farming, yielding high efficiency and productivity. The commune set a target to develop over 500 ha of pineapple by 2030, with total commune-wide pineapple acreage already exceeding 300 ha to date.

Đặng Văn Tuấn, Chairman of the Mường Nhà commune People’s Committee, stated: “To materialize the above target, right from the beginning of 2026, the commune launched a pineapple planting campaign across the area. In this year alone, the locality strives to plant at least 100 ha of new pineapple with the participation of around 300 households, aiming for yields of 50 to 60 tons/ha and generating average incomes of VND 80 to 120 million/ha/year after entering the harvesting cycle.”

Economically valuable crops continued to expand, with fruit tree acreage increasing by over 16% and gradually shaping a concentrated growing area of nearly 5,000 ha.

Functional forces assist residents in digging pits for coffee and macadamia planting.

One of the most prominent growth drivers is the coffee and macadamia development program. Executing Resolution No.11-NQ/TU on agricultural restructuring alongside Plan No.1850/KH-UBND of the provincial People’s Committee, Điện Biên mobilized the entire political system to build concentrated raw material zones. From April, numerous localities simultaneously launched campaigns to dig pits, prepare land, and assist residents with new planting, creating widespread emulation momentum.

In the first six months of the year, the entire province maintained around 10,860 ha of coffee and nearly 13,861 ha of macadamia, while completing the digging of over 36 million pits for new planting, including 35 million pits for coffee. Notably, the agricultural sector guided residents to proactively nurse approximately 22.7 million coffee seedlings from certified mother-tree orchards. By mid-July, the province newly planted over 6,900 ha of coffee and macadamia, reaching over 57% of the plan. Through these efforts, the province strives to shape around 70,000 ha of coffee, macadamia, and fruit tree growing zones by 2030, including 40,000 ha of macadamia and 20,000 ha of coffee.

For instance, in Sáng Nhè commune, the locality was assigned a target to plant 70 ha of coffee intercropped with macadamia in 2026. However, with decisive involvement from local party committees, authorities, and mass organizations, alongside active public consensus and response, the coffee planting movement developed strongly. To date, the entire commune has planted 350 ha, five times the assigned target.

Beside expanding scale, the agricultural sector continues accelerating restructuring toward green and sustainable directions. Organic and VietGAP production acreage expanded, maintaining 16 coffee, macadamia, and fruit tree growing zones that meet traceability requirements and elevate agricultural product values. Concurrently, the sector proactively prevented diseases while restoring livestock and fisheries, bringing total livestock herds to over 562 thousand head and aquaculture acreage to 2,844 ha with a yield of nearly 2,700 tons, helping maintain the sector’s growth momentum.

The One Commune One Product (OCOP) program continues affirming its role as an important driving force to elevate agricultural product values and develop the rural economy. To date, the province holds 147 valid OCOP products, including 5 four-star products. Along with that, 253 cooperatives, 149 cooperative groups, and 90 production and consumption linkage projects are operating effectively, creating a foundation to raise added value and boost public income.

By simultaneously leveraging multiple pillars, the agriculture, forestry, and fishery sector achieved an added value of VND 2,668.16 billion in the first six months of the year, up 4.16% year-on-year and higher than the set target. This sector accounts for 17.28% of the province’s GRDP, contributing 0.75 percentage points to overall growth, representing the largest share in the economic structure, and ranking fourth in contribution level among 21 economic sectors.

To ensure the agricultural sector continues playing a vital role in economic growth and materializes the targets of Resolution No.11-NQ/TU of the provincial Party Committee on agricultural restructuring for the 2026-2030 period with a vision toward 2035, the provincial People’s Council recently issued a Resolution stipulating support policies for sector restructuring toward concentrated, green, smart, and sustainable commercial production. Preferential policies to develop large-scale commercial agriculture, attract corporate investment, and elevate agricultural added value and competitiveness create momentum to propel economic growth in the final months of the year.

For instance, regarding support for smart agricultural production development, maximum support reaches 50% of total investment costs, not exceeding VND 1 billion per enterprise or cooperative, VND 700 million per cooperative group or household group, and VND 300 million per household. Along with that, numerous other support packages are executed, such as supporting the development of concentrated commercial production zones, investing in agricultural processing and preservation plants, animal feed manufacturing plants, and fertilizer production facilities.

The growth momentum achieved in the first half of the year serves as an essential premise for the agricultural sector to break through in the remaining months. As commercial production zones continue to expand, support policies enter daily life, and value chains from production to processing and consumption become increasingly complete, Điện Biên’s agriculture will not only maintain its role as an economic “fulcrum” but also become a growth engine, contributing to the successful realization of sector restructuring goals toward a green, smart, and sustainable future while elevating incomes for rural residents.
