Attending the meeting were Lò Văn Cương, Member of the Standing Board of the provincial Party Committee and Permanent Vice Chairman of the provincial People’s Committee, alongside representatives from several departments and sectors.
The delegation of staBOO Holding AG was led by Markus Bard, Chairman of the Board of Directors, accompanied by leaders of staBOO Thanh Hóa Company, the Vietnam Green Innovation Joint Stock Company (GREEN IN), Nghệ An University, and the Vietnam Sericulture and Eco-Tourism Cooperative Union.
During the working session, representatives from staBOO Holding AG and its partners introduced the orientation for implementing the staBOO Điện Biên Factory Project. The content focused on two key proposals: a plan to exploit and develop raw material zones for the 2026-2027 period, and the Green Transformation Scheme for Điện Biên province for the 2027-2055 period.
Secretary Trần Tiến Dũng gave a brief overview of the socio-economic development potentials and advantages of Điện Biên province, particularly regarding its land fund, natural conditions, and the orientation for green economic development in the coming period. The Secretary affirmed that Điện Biên has sufficient land area to develop bamboo raw material zones according to the enterprise’s needs, with the capacity to scale up even further in the future. He emphasized that the province commits to accompanying the enterprise throughout the project research and implementation process with a spirit of maximum support, accelerating investment procedures in strict compliance with regulations. The Secretary requested the enterprise to study and deploy the project according to a specific roadmap, prioritizing the construction of a processing factory directly in Điện Biên.
Regarding raw material sources, Trần Tiến Dũng noted that Điện Biên enjoys a strategic geographical location bordering Laos. In the future, the province could research a mechanism to cooperate with northern Laotian provinces to expand raw material zones, ensuring a stable long-term supply for production. Furthermore, the province has planned 16 industrial clusters in the area, ready to be introduced for the enterprise to survey and select a suitable location for factory construction. The province will study support mechanisms and policies under current regulations, creating favorable conditions in terms of infrastructure, site clearance, administrative procedures, and preferential policies to attract investment.
Markus Bard, Chairman of the Board of Directors of staBOO Holding AG, assessed Điện Biên as a locality with immense potential to develop a value chain from bamboo. According to initial orientations, the enterprise wishes to cooperate in building a sustainable bamboo raw material zone spanning over 50,000 ha to ensure a stable, long-term supply for production. The company intends to invest in building a pressed bamboo board manufacturing factory in Điện Biên, forming a closed production chain from raw material zones to deep processing to elevate the economic value of the products. Markus Bard expressed his hope that the province would consider and support a land fund of about 20 - 30 ha for factory construction, while creating favorable conditions during surveys, dossier finalization, and the execution of investment procedures.
Regarding the current transport infrastructure, raw material transport plans, and product consumption, the corporate representative raised interest in logistics costs, connectivity with domestic and international markets, and the labor force required for factory construction. Provincial leaders discussed and clarified the issues of interest to the enterprise, providing additional information on how Điện Biên province is focusing on investing in and upgrading its transportation network and enhancing regional connectivity, particularly via the Sơn La - Điện Biên - Tây Trang International Border Gate Expressway project.
