Private economy breaks through driven by institutional shifts

ĐBP - Following one year of implementing Resolution No.68-NQ/TW of the Politburo on private economic development, the private economic sector in Điện Biên province has undergone distinct transformations.

From improving the investment and business environment and accelerating administrative reforms to supporting enterprises in accessing resources, digital transformation, and innovation, multiple synchronized solutions have contributed to unleashing growth momentum and building extra confidence within the business community.

Resolution 68 identifies the private economy as a vital driving force of the national economy. In that spirit, Điện Biên has concretized this through numerous programs and action plans to create an open, transparent, and equal investment environment, taking enterprises as the service center and accompanying their development. To realize this goal, the province focuses on removing barriers regarding institutions, administrative procedures, and resource access. Right from the beginning of 2026, the provincial People’s Committee issued a plan to improve the business environment and enhance competitiveness.

A solution that left a distinct mark is the deployment of the “Green Lane” mechanism for key off-budget projects. Accordingly, the processing time for administrative procedures is required to be shortened by at least 60%, while dossiers are prioritized and labeled for faster handling. The province has announced 23 administrative procedures across various fields - such as finance, construction, industry and trade, agriculture, and the environment - to which this mechanism applies. This marks a breakthrough in administrative reform, helping enterprises save time and costs while accelerating the progress of investment projects.

Typically, in the field of social housing development, numerous investors have shown interest and proposed investments in the province. These include Construction - Trade Joint Stock Company No.6 with 6 projects in Thanh Nưa, Thanh Yên, and Sam Mứn communes and Điện Biên Phủ ward. Furthermore, the social housing project in the Hoàng Văn Thái - Khe Chít residential area by VCN Investment Joint Stock Company broke ground on June 19, and the project south of the Mường Thanh airport walking street urban area was proposed by Tâm Phúc Real Estate Investment Joint Stock Company. These are important steps contributing to realizing the goal of developing around 1,500 to 2,000 social housing units across the province by 2030.

The handling of administrative procedures has been pushed forward. The issuance rate of electronic administrative procedure results statewide reached over 97%, while the exploitation and reuse rate of digitized data exceeded 98%. Most provincial-level administrative procedures have been executed independently of administrative boundaries, facilitating enterprises to access public services anytime and anywhere. The satisfaction rate of citizens and businesses regarding administrative procedure handling reached over 99%.

Alongside administrative reform, unlocking resources for enterprises has also been emphasized. The province has publicized land-use planning and plans, accelerated site clearance, adjusted provincial planning to match practical development requirements, and built a land database to create a clean land fund for attracting investment. These are crucial solutions contributing to untangling one of the biggest “bottlenecks” for the private economic sector, which is access to land and production or business premises. According to a survey, the proportion of small and medium-sized enterprises accessing loans from credit institutions in Điện Biên ranked 7th out of 34 provinces and cities.

The strong institutional movements were rapidly reflected in concrete results. By mid-May 2026, the entire province recorded 145 newly established enterprises with a total registered capital of over VND 858 billion, and 41 enterprises resuming operations, raising the total number of local businesses to 1,677 with a total registered capital of nearly VND 39,500 billion. This stands as a testament to an increasingly open, transparent, and efficient investment and business environment, motivating the corporate community to boldly invest and expand production and business.

Điện Biên’s attractiveness is increasingly asserted through the trust and expectations of the business and investor community. The 2026 Điện Biên Province Investment Promotion Conference attracted over 1,000 delegates, including around 700 entrepreneurs representing domestic and international enterprises and investors. The province granted investment policy decisions to 12 projects with a total capital of around VND 48,000 billion and signed 22 investment cooperation memoranda of understanding with a total registered capital exceeding VND 209,000 billion. These figures reflect corporate confidence in the province’s potentials, advantages, and development orientation.

That trust is gradually being materialized through large-scale projects. Typically, Sun Group has deployed the Điện Biên Phủ Cable Car Complex combined with Cultural and Historical Tourism Project in Mường Phăng and Pu Nhi communes with a total investment capital of around VND 2,076 billion. Upon completion, the complex is expected to serve approximately 15,000 tourist arrivals daily. Similarly, the New Urban, Resort Tourism, and Sports Services Project northwest of Điện Biên Phủ ward - invested by Green City Development Joint Stock Company (a member of Vingroup) - is deployed across an area of about 228 ha, with an expected total investment of over VND 23,660 billion and a population scale of around 12,000 people.

The past year also recorded vital steps in building an innovation ecosystem. Notably, the province operated the model of the “Điện Biên province Innovation Common House,” initially attracting 6 enterprises to participate in resource sharing. Through national and provincial-level science and technology tasks, the province supported 12 enterprises in receiving and innovating technological processes, and supported 2 enterprises in building and applying measurement assurance programs, contributing to elevating competitiveness and the ability to join value chains.

Crucially, digital transformation is becoming a new growth engine for the private economic sector. Currently, the entire province has 45 digital technology enterprises and around 1,000 businesses applying digital platforms in their production and business activities. The proportion of small and medium-sized enterprises utilizing digital platforms reached over 84%, and nearly 99% of businesses execute electronic tax payments, contributing to step-by-step shaping a digital economy and sharing economy ecosystem in the province.

Following one year of deploying Resolution 68, Điện Biên’s investment and business environment has seen multiple positive shifts. It is anticipated that in 2026, the province will reach and exceed the target of 250 newly established enterprises, with over 50% of businesses operating profitably, creating jobs for more than 80% of local workers and contributing over 40% of the GRDP. More importantly, the management mindset has shifted from administration to enablement, and from simply processing procedures to accompanying businesses. These reforms in institutions and administrative procedures are creating a solid foundation for the private economy to break through and become a vital driving force boosting local economic growth.
