This is viewed as an important opportunity for the private economic sector to upgrade its operational capacity, expand production and business, and contribute actively to the province’s target of double-digit economic growth.

Currently, the entire province hosts 1,670 active private sector enterprises, contributing around 35% of the GRDP. Beyond creating jobs for tens of thousands of workers, this sector plays a vital role in mobilizing social resources for development investment, boosting economic structural shifts, and upgrading local production capacity. However, the development of the private economy remains unproportionate to the province’s potentials and advantages. The majority of enterprises are small and micro-sized, possessing limited financial, technological, and governance capacities, alongside a modest capacity to link production and consumption. The number of enterprises that have built strong brands with high market competitiveness remains small, while socio-economic infrastructure, digital infrastructure, and regional connectivity still face many limitations.

Recognizing these limitations clearly, Điện Biên is deploying numerous synchronous solutions to generate breakthroughs in private economic development. Following one year of implementing Resolution No.68-NQ/TW dated May 4, 2025, of the Politburo on private economic sector development, the management mindset toward enterprises has shifted robustly. While past approaches leaned heavily toward administration, the core focus has now transitioned to development facilitation, taking enterprises and citizens as the service center.

This spirit was swiftly materialized by Điện Biên into an action program with clear enforcement mechanisms. Điện Biên issued Resolution No.13-NQ/TU on private economic development for the 2026-2030 period, with a vision to 2045, standing as a step that demonstrates high political determination to create a rapidly and sustainably growing private economic sector. Right at the beginning of 2026, the “Green Lane” mechanism was applied to key off-budget investment projects, requiring a minimum 60% reduction in processing time for administrative procedures, alongside prioritized channeling and identification tagging for dossiers.

Departments, sectors, and localities determine that supporting enterprises is a regular, long-term task and one of the vital criteria in public duty performance. A series of support policies regarding access to land, production or business premises, science and technology, innovation, and digital transformation are being synchronously executed. The execution time for land procedures has been cut by around 30%, while programs supporting human resource training, digital transformation, and technological innovation are expanded to upgrade competitiveness for enterprises.

Positive movements in administrative reform and business investment environment improvement in Điện Biên are clearly demonstrated through the results of the 2025 Provincial Competitiveness Index (PCI). Scoring 63.76 points, Điện Biên sits just 0.01 points away from the group of localities ranked as good. Notably, the informal charges index reached 7.93 points, standing 0.33 points higher than the national median, which reflects a positive transformation in transparency and public duty discipline. The market entry index reached 7.47 points, ranking 10th out of 34 provinces and cities nationwide. Particularly, the median time to complete business registration procedures dropped to just 1.5 days, ranking second nationally, serving as a testament to the reduction of barriers to market entry and the encouragement of an entrepreneurial spirit. The equal competition index reached 5.56 points, standing 0.05 points higher than the national median and ranking 16th out of 34 provinces and cities. This outcome shows that the business environment in Điện Biên is gradually being constructed along a fair and transparent path, creating equal resource access opportunities for all economic sectors.

If institutional and administrative procedure reforms act as the necessary condition, expanding development space serves as the sufficient condition for the private economy to assert a more distinct breakthrough among economic sectors. During the 2026-2030 period, Điện Biên determines that the private economy is the pioneering force in innovation, scientific and technological applications, and digital transformation. The province sets a target to shape key private enterprises in fields with available advantages, building production value chains and step-by-step participating deeper in the domestic production network. To materialize the set targets, a portfolio of 123 potential projects calling for investment from off-budget state resources for the 2026-2030 period was issued early.

The 35 invited agricultural and forestry projects focus on developing raw material zones and value chains for key agricultural products. This represents a massive development resource because Điện Biên possesses vast land funds, suitable climate conditions, and numerous branded agricultural products in the market. Priority is given to forming value linkage chains for macadamia, coffee, rice, and large livestock, both materializing raw material production targets and heading toward the development of deep processing industries to upgrade added value and competitiveness.

Within the processing and manufacturing industry, 35 projects calling for investment concentrate on processing coffee, macadamia, essential oils, fruit trees, starch, alcohol, and other agricultural products, opening up a major opportunity for local enterprises to participate deeper in production, processing, and consumption chains. As an experienced enterprise in roasted and ground coffee production and processing, all products of International Hồng Kỳ Coffee Joint Stock Company currently meet HACCP standards for international manufacturing codes and food safety and hygiene. Among these, two products achieved 4-star OCOP status, namely Hồng Kỳ International coffeeHK13 and Arabica Espresso (HK10 whole bean coffee). According to Nguyễn Quốc Tế, Director of the company, to upgrade quality, diversify products, and affirm the brand in the market, the company invested in a production line along with leading modern processing technology from Europe, contributing to creating high-quality coffee products that satisfy the strict standards of the market.

Parallel to attracting investment into key economic sectors, Điện Biên focuses on supporting household businesses to convert into enterprises, driving small and medium-sized enterprises to develop in scale and upgrade competitiveness. The private economic sector achieved an outstanding milestone with 145 newly established enterprises, capitalizing a total of VND 858.048 billion during the first six months. Currently, the Sơn La - Điện Biên - Tây Trang International Border Gate expressway route alongside multiple urban development and socio-economic infrastructure projects are being deployed, promising to create a completely new development space for the province. When regional connectivity improves, logistics costs drop, and market access expands, the private economic sector will gain far more opportunities to invest, expand production scales, and upgrade competitiveness.

Targeting by 2030, the entire province will log an additional 2,500 effectively operating private enterprises, creating jobs for over 50,000 workers, while attracting an average of 50 to 90 off-budget projects annually, reaching a private economic sector growth rate of around 11%/year and contributing about 40% of the GRDP. The set targets demonstrate Điện Biên’s high determination to turn the private economy into one of the core growth pillars. As institutions continue to be perfected, the business investment environment becomes increasingly open, infrastructure receives synchronous investment, and enterprises proactively innovate, Điện Biên’s private economy will secure more development drivers, contributing actively to the province’s rapid and sustainable growth targets in the coming period.
