The ceremony was held in person in Hồ Chí Minh City and connected online to broadcasting points in provinces and cities nationwide. Attending the emulation launch were leaders of the Party, State, and the Vietnam Fatherland Front Central Committee, leaders of the Hồ Chí Minh City Party Committee and People’s Committee, members of the Central Emulation and Commendation Council, and leaders of central commissions, ministries, sectors, and mass organizations.

At the Điện Biên province’s bridge point, attendees included provincial Party Committee Secretary Trần Tiến Dũng, provincial Party Committee Deputy Secretary and provincial People’s Committee Chairman Lê Văn Lương, alongside leaders of related departments, boards, sectors, agencies, and units.

Launching the emulation movement, Prime Minister Lê Minh Hưng emphasized that the 14th National Congress of the Party has opened a new era of development for the country, aiming for Vietnam to become a developing country with modern industry and upper-middle income by 2030, and a developed, high-income country by 2045. Realizing this aspiration requires rapid and sustainable economic growth of 10% per year or higher during the 2026 - 2030 period.

Under the slogan, spirit, and goal of “Strategic Vision - Breakthrough Thinking - Drastic Action - Sustainable Growth - Happy People,” the Prime Minister called upon all levels, sectors, localities, citizens, and the business community to continue highly promoting patriotic traditions, the spirit of emulation, and the strength of the great national unity bloc, working together in unison to strongly respond to the movement and emulate the execution of six core tasks.

Specifically, these include focusing on emulating the profound innovation of mindsets in building and perfecting development institutions, concentrating on removing institutional bottlenecks and snags, minimizing administrative procedures to unlock development resources, and boosting the development of science, technology, innovation, digital transformation, and green transition. Furthermore, it entails emulating the development of synchronized and modern infrastructure systems, accelerating the progress of national key projects, strategic transport infrastructure, digital infrastructure, energy infrastructure, and logistics infrastructure.

It also involves emulating the construction of a modern, professional, and honest administration that is oriented toward the grassroots to serve the People better and more efficiently, alongside practicing thrift, combating wastefulness, and strictly managing the national budget and resources. Finally, it requires emulating the consolidation and strengthening of national defense, security, and foreign affairs, developing cultural value systems, upgrading the quality and efficiency of education and healthcare, and ensuring the ecological environment and social security.

The selection of Hồ Chí Minh City - an innovation hub, a dynamic growth pole, and the economic locomotive of the country - to host the launch ceremony carries a special significance aimed at spreading the revolutionary momentum and spirit of action to all levels, sectors, localities, enterprises, and citizens nationwide.

Emphasizing the viewpoint that “Emulation is patriotism, and patriotism requires emulation,” the Prime Minister requested ministries, sectors, and localities to rapidly concretize the movement into practical, reality-aligned programs and plans. Emulation must not just be a movement but must become a driving force for development, creating an environment to discover, nurture, and replicate good models, creative approaches, and advanced examples. The Prime Minister hoped that every citizen would consider emulation a self-aware action stemming from specific daily tasks, working better, more creatively, and with greater responsibility toward the community and society, thereby becoming a nucleus spreading the spirit of dedication to the general development of the country.

Trusting in the Party’s leadership, the drastic involvement of the entire political system, the consensus of the People, and the dynamism and creativity of the business community, the Prime Minister affirmed that the emulation movement will generate a new momentum, a new driving force, and a new strength. It will awaken the will for self-reliance, self-control, the spirit of innovation, and the dedication aspirations of the entire nation, contributing to building an increasingly wealthy, prosperous, civilized, and happy country.

Within the framework of the program, representatives of the Hồ Chí Minh City People’s Committee leadership, the Ministry of Construction, the Vietnam National Energy Industry Group, and TH Group delivered speeches in response, affirming the correct guidelines and policies of the Party and State. On that basis, all levels, sectors, localities, and businesses committed to exerting efforts to overcome difficulties, determined to successfully realize the double-digit growth target, and contributing to driving the country’s development so that the People enjoy prosperous and happy lives.
