Attending the ceremony were Nguyễn Văn Thắng, Member of the Party Central Committee and Deputy Prime Minister; Trần Tiến Dũng, Member of the Party Central Committee, Secretary of the Điện Biên provincial Party Committee, and Head of the provincial National Assembly Deputy Delegation; leaders of central ministries and branches; members of the provincial Party Committee’s Standing Board; leaders of provincial departments, branches, and socio-political organizations; leaders of several localities within the province, and a large number of local residents. Representing the project investor was Đặng Minh Trường, Chairman of the Board of Directors of Sun Group.

The Điện Biên Phủ Cable Car and Historical-Cultural Tourism Complex Project has a total investment of approximately VND 2,076 billion, of which the enterprise’s contributed capital is VND 312 billion, with the remainder mobilized from other sources. The project is implemented in the two communes of Mường Phăng and Pu Nhi with a total area of over 35 hectares. The investment scale includes the cable car departure and arrival station areas, the cable route corridor, and commercial and service works with synchronous technical infrastructure. Upon completion, the complex is expected to serve about 15,000 visitors per day. According to the plan, the basic construction period and the bringing of the project into operation and management are expected to last 5 years. The project has an operating term of 70 years.

Speaking at the ceremony, Deputy Prime Minister Nguyễn Văn Thắng highly appreciated the efforts of Điện Biên province in improving the investment environment, enhancing competitiveness, and attracting reputable investors. This demonstrates the correct direction in exploiting the local potentials and advantages. The Deputy Prime Minister stated that the selection and investment decision of Sun Group in Điện Biên will certainly create many new tourism products, showing gratitude to the land rich in historical traditions and sharing and accompanying the locality in awakening potentials and advantages to create momentum for promoting regional linkages and expanding development space for the locality.

Emphasizing that today’s groundbreaking ceremony is just the beginning, the Deputy Prime Minister requested the investor to maximize resources, apply modern technology, and organize scientific construction to ensure the project is implemented on schedule, completed early, and highly effective. He also urged the investor to ensure quality, labor safety, and environmental protection while harmoniously exploiting the unique cultural values of the ethnic groups in Điện Biên to create tourism products deeply imbued with local identity.

Furthermore, the Deputy Prime Minister requested Điện Biên province to coordinate closely with the investor, especially in site clearance, to create favorable conditions for the project to be implemented and put into operation soon. He also asked central ministries and branches to continue accompanying and supporting the province in perfecting the regional transport infrastructure system, creating momentum for Điện Biên tourism to develop strongly and become an attractive destination in the Northern Midlands and Mountains region.

In his speech at the ceremony, Secretary of the provincial Party Committee Trần Tiến Dũng thanked and fully absorbed the profound, comprehensive, and dedicated directive remarks of the Deputy Prime Minister. Điện Biên province will focus on drastic and synchronous leadership and direction of the entire political system to implement the project with the highest sense of responsibility. The province will prioritize site clearance, maximally shorten the time to resolve administrative procedures, build an open, transparent, and airy investment environment, and accompany the enterprise throughout the project implementation process. Secretary of the provincial Party Committee Trần Tiến Dũng also hoped that Sun Group would consider Điện Biên a key investment location and continue to expand into other projects, contributing even more to the local economic development and creating more jobs for people in highland and border areas.

Following this, representatives of the Government leaders, Điện Biên provincial leaders, and the investor performed the groundbreaking ritual, officially commencing the construction of the Điện Biên Phủ Cable Car and Historical-Cultural Tourism Complex Project.
