“Green lane” paves way for investment attraction

ĐBP - Amid increasingly fierce competition to attract investment, administrative procedure reform has become a decisive factor in each locality’s competitiveness.

For Điện Biên, deploying the “green lane” mechanism in resolving administrative procedures is creating a powerful transformation, demonstrating determination to accompany enterprises, shortening the distance from investment ideas to project execution, and thereby opening new headroom to attract development capital flows.

Identifying the improvement of the investment and business environment as a key task, Điện Biên province has regularly reviewed, cut down, and simplified administrative procedures related to production and business activities over recent years. The provincial People’s Committee issued a list of 26 provincial-level administrative procedures and 4 commune-level procedures applying the “green lane” mechanism, concentrating on sectors directly impacting investment, production, and business activities.

Accordingly, 26 administrative procedures under the authority of six departments, including Finance, Construction, Industry and Trade, Agriculture and Environment, Health, alongside Culture, Sports, and Tourism, are prioritized for processing under expedited workflows, guaranteeing compliance with legal regulations while minimizing processing times. In the Industry and Trade sector, six procedures apply the “green lane” mechanism, cutting processing times by up to 70%. The Culture, Sports, and Tourism sector has two procedures applying the mechanism with processing times reduced by 50%. For the Department of Health, two “green lane” procedures cut processing times by up to 70%. The Department of Finance features six procedures with processing times reduced from 60% to over 82%. Particularly in agriculture, environment, and land administration, seven procedures shortened processing times by 43.8% to 72.2%, contributing to unblocking one of the biggest bottlenecks in enterprises’ investment preparation processes.

Notably, the “green lane” mechanism extends beyond cutting dossier processing times to reflect a shift in local governance mindsets. Whereas enterprises previously had to proactively track the progress of individual procedures, specialized agencies now proactively coordinate and process interconnectivity, minimizing the need for multiple dossier supplements or adjustments. This transformation contributes to reducing time, financial, and opportunity costs for enterprises.

Efficiency stemming from these reforms was initially affirmed by interest from major domestic and foreign corporations. At the Điện Biên provincial Investment Promotion Conference held in early May 2026, 22 investors signed 22 investment cooperation memorandums of understanding with a total registered capital exceeding VND 209,370 billion. This represents the largest scale of investment commitments to date in the province, demonstrating growing confidence among the business community toward Điện Biên’s investment environment. Outstanding projects include the Northwest New Urban and Resort Area in Điện Biên Phủ ward invested by Vingroup; the Cable Car Complex combined with Điện Biên Phủ Cultural and Historical Tourism project invested by Sun Group with total capital of VND 2,076 billion; the renewable energy FDI project by Vestas Development A/S with total capital exceeding VND 9,600 billion; the Điện Biên 1 Solar Power Plant Project with total capital over VND 5,300 billion; alongside numerous projects across other sectors.

Nguyễn Hữu Trí Nghĩa, General Director of Northwest Sun Investment Company under Sun Group, shared that decisive involvement from the province alongside local authorities created an open and favorable investment environment, with the “green lane” mechanism serving as a crucial factor helping enterprises gain confidence to study, deploy, and expand investments in Điện Biên.

Alongside large-scale projects, the “green lane” mechanism contributed to accelerating social welfare projects. Currently, the province has two commercial housing projects allocating land funds for social housing development under deployment, while four investors are studying seven social housing sites in Điện Biên Phủ ward alongside Thanh Nưa, Thanh Yên, and Sam Mứn communes, with all projects expediting procedural completion for early ground-breaking.

Bùi Văn Luyện, Director of the Department of Construction, noted that the department directed specialized divisions to coordinate closely with local authorities hosting projects to create favorable conditions for investors, adding that all social housing projects apply the “green lane” mechanism to shorten procedural completion times, rapidly bring projects into execution, and drive provincial socio-economic development.

To ensure the “green lane” mechanism generates substantive efficiency, the provincial People’s Committee requires departments, sectors, and commune-level People’s Committees to continue reviewing and proposing processing time reductions for each administrative procedure, balancing maximum convenience for enterprises and citizens with state management requirements and legal compliance. Concurrently, leadership accountability in administrative reform must be heightened to elevate dossier resolution quality, guarantee openness and transparency, and take citizen and enterprise satisfaction as the yardstick for service quality.

Initial results from the “green lane” mechanism showcase a shift in governance mindsets among authority levels, from management to service, and from processing dossiers to accompanying enterprises. As administrative barriers are step-by-step unblocked and the investment environment grows increasingly favorable, Điện Biên province will attract major capital flows, driving growth and elevating competitiveness in the new development era.
