With its central urban location, developed infrastructure, concentrated population density, and exploitable land fund, Điện Biên Phủ ward is evaluated as one of the areas with many advantages in attracting investment for urban, commercial, and service development. To promote these advantages, the ward focuses on planning phases, land fund preparation, and proactively coordinates with relevant departments and sectors to create favorable conditions for enterprises to access, explore, and implement projects.
Hà Thanh Tùng, Chairman of the Điện Biên Phủ ward People’s Committee, stated: “On the basis of the general development orientation of the province, the ward clearly defines its role as a central area, thereby being proactive in planning, land management, and improving the investment environment. The ward also strengthens coordination with functional units to promptly dismantle arising difficulties, creating the most favorable conditions for projects to be deployed early, contributing to promoting socio-economic development in the locality.”
Within the framework of the Điện Biên provincial Investment Promotion Conference 2026, many investors conducted field surveys at several areas in Điện Biên Phủ ward, such as the Thanh Minh Industrial Cluster Project, the 7/5 Road Multi-functional Area, and the urban project in the eastern area of the new Administrative Center within the ward. The site is basically cleared and the infrastructure is synchronously invested in, meeting project deployment requirements. This serves as a foundation for not only Dan Ko Group but also many other enterprises to recognize Điện Biên’s potential, thereby promoting the formulation and implementation of investment plans in the coming time.”
Not only in the central urban area, but investment attraction activities in communes are also being implemented flexibly in line with practical conditions. In mid-May 2026, Búng Lao commune worked with several investors who came to research and survey the possibility of developing a new residential area associated with the orientation of building the commune center to become an economic and cultural connection hub of the region.
Here, investors evaluated that with its location on National Highway 279 - a vital traffic axis connecting areas inside and outside the province - Búng Lao still holds ample room to form new residential and service areas, while expressing interest and the desire to continue deeper research to propose suitable options.
Secretary of the Party Committee and Chairman of the People’s Council of Búng Lao commune Tạ Mạnh Cường affirmed that the local party committee and authority always define their role in accompanying businesses and investors right from the survey and research phase to the project implementation process. The locality commits to creating favorable conditions within the regulatory framework, proactively coordinating with functional agencies to remove difficulties and obstacles, and ensuring that projects align with planning and long-term development orientations, thereby effectively exploiting potential, expanding development space, and step-by-step improving the lives of local residents.
Similarly to Búng Lao commune, Thanh Yên commune is attracting investment towards linking production with processing, consumption, and service development. On the basis of existing potentials and advantages, in late May 2026, the commune signed a memorandum of understanding on investment promotion coordination, business connectivity, and socio-economic development support with the provincial Business Association. This is a concrete step to strengthen linkages, opening an access channel for enterprises to explore and research local investment opportunities.
According to the planning towards 2045, Thanh Yên commune is expected to establish two industrial clusters with a total area of nearly 80ha in the area adjacent to National Highway 12, conveniently connecting with National Highway 279 and Điện Biên Phủ ward, while planning social housing areas and commercial markets to step-by-step complete infrastructure and development space.
Nguyễn Ngọc Tuấn, Chairman of the Thanh Yên commune People’s Committee, stated: “We possess a strong agricultural baseline with over 1,860ha of production land, yielding an annual food output of over 12,900 tons. In addition, the commune owns rich tourism potential with abundant resources such as the Pa Thơm cave complex, Pa Thơm waterfall, U Va hot mineral spring, and the Nậm Núa Hydroelectric reservoir area. The commune also boasts an abundant human resource, especially young laborers, which is a favorable condition to attract projects in the industrial and service sectors, contributing to effectively exploiting potential and opening up more development momentum in the coming time.”
In May 2026, Điện Biên province coordinated with investors to break ground and commence three major projects: Component Project 1 of the Sơn La - Điện Biên - Tây Trang Border Gate expressway route (phase 1); the Điện Biên Phủ cable car complex combined with cultural-historical tourism; and the Northwestern New Urban, Resort Tourism, and Sports Services Area Project in Điện Biên Phủ ward.
